6.2.A. - Page 2 <br /> In consideration that the City Council authorized the City Manager to make salary range <br /> adjustments in FY 2010/11 and in light of the precarious nature of the economy, the <br /> executive group has also agreed to freeze their salary ranges in the current fiscal year. <br /> This would mean only those not at the top of the range would be eligible for salary <br /> increases as deemed appropriate by the City Manager. <br /> In addition, the City Council's three direct reports, the City Manager, City Attorney and <br /> City Clerk, have agreed to salary freezes in the current fiscal year. The culmination of <br /> these efforts will provide salary savings for the current fiscal year and next. The three <br /> direct reports have also agreed to an increased PERS contribution in January of 2014. <br /> A summary of all recommended changes for the Executive Management/Confidential <br /> Summary of Benefits is contained in Exhibit A. Although salary ranges for executive <br /> managers will be frozen, adjustments to ranges of three classifications are necessary to <br /> conform to the July 2011 salary survey. On February 27, 2012 Council approved <br /> adjustments to the Executive Management Group salary ranges based on a market <br /> survey conducted by Human Resources staff. The market survey was conducted in <br /> accordance with the Executive Management compensation program but a few figures <br /> were transposed on the salary exhibit that was submitted by Human Resources to the <br /> City Council. Upon further review, staff determined that the salary range listed for the <br /> classifications of Assistant City Attorney, Library Director, and Parks, Recreation and <br /> Community Services Director were incorrectly listed and inconsistent with the results of <br /> the market survey. Specifically, the top of the range for Assistant City Attorney and <br /> Library Director were lower than the market survey results, and the top of the range for <br /> the Parks, Recreation, and Community Services Director was higher than the survey <br /> results. It is important to point out that no incumbent was paid outside of the CORRECT <br /> salary range. It was an administrative error that resulted in the salary exhibit being <br /> incorrect but actual salaries of those serving in those positions were within the correct <br /> ranges that resulted from the survey. <br /> The following changes are required to correct the salary exhibit: <br /> Current Range Proposed Range <br /> Classification (Per resolution 15172) (corrected based on market data) <br /> Assistant City Attorney $11,232 - $13,236 $11,232 - $13,641 <br /> Library Director $12,809 - $15,315 $12,809 - $15,783 <br /> Parks, Recreation, and $12,688 - $17,083 $12,688 - $16,453 <br /> Community Services Director <br /> Adjusting the above salary ranges will not result in any salary increases for the <br /> incumbents. <br />
