listed as "San Carlos/Delmont Service Area" except that part <br />listed as "City of Belmont". If any of the cities shall add <br />territory to its service area, such addition shall be included <br />in the calculation of assessed valuation for such city if so <br />provided in a supplement to this agreement. Each city shall <br />pay or receive payments, as the case may be, for any adjustment5 <br />in ownership of the Joint Facilities so determined within one <br />year after each such determination without interest. <br />Section 13. Distribution of Canital Outlav Costs <br />Initial costs of total capital outlay for the Joint <br />Facilities and any additional costs of capital outlay shall be <br />apportioned among the cities in accordance with the percentage <br />of ownership of the Joint Facilities most recently determined <br />before such apportionment. Each city hereby agrees to pay its <br />share of all capital outlay costs to the Authority and the <br />moneys so paid to the Authority shall he paid out by it in <br />payment of said costs, subject to approval by the commission. <br />Section 14, Records and Accounts <br />The Authority shall cause to he kept accurate and correct <br />books of account, showing in detail the costs and expenses of <br />any new construction, extra construction or reconstruction and <br />the maintenance and operation of the Joint Facilities and all <br />financial transactions of the cities relating to the Joint Facilities, <br />which books of account shall correctly show any receipts and <br />also any costs, expenses or charges to be paid by all or any <br />of the cities hereunder, and also records of the sewage flow <br />from each of the cities, together with the strength of effluent <br />delivered from each of the cities. Said books of account shall <br />be open to inspection at all times by any representative of any <br />of the cities, or by any accountant or other person authorized <br />IW 0 "A"A 10 1. <br />
