by any city to inspect said books of account. The controller <br />shall, in accordance with Section 6505 of the Law, cause the <br />books of account and other financial records of the Authority <br />to be audited annually by an independent public accountant or <br />certified public accountant. <br />Section 15. Pavment of Maintenance and Operation Charges <br />and Cost-, of New Construction <br />Each of the cities agrees to pay promptly upon receipt <br />of notification of tfeamount apportioned to it all charges <br />for maintenance and operation, for new construction properly <br />approved by the commission and by each of the cities (when <br />required) and for increases in ownership of the Joint Facilities <br />(provided for in Section 12) and to include amounts estimated <br />to be sufficient to pay all such charges in each city's annual <br />budget approved by the governing body of such city. The <br />Authority is hereby authorized to take any or all legal actions <br />necessary and permitted by law to enforce the collection of <br />such charges or any other compliance with this agreement, <br />including, but not limited to, actions or proceedings in mandamus <br />to require each city to include the amounts estimated to be necessary <br />in each such estimated annual budget, or to collect such charges <br />from the residents, taxpayers, landowners or users of any of <br />the facilities of the Stage 1 Project, the Stage 2 Project or <br />the Stage 3 Project. <br />Section 16. 1ncome from Onoration <br />Any fertilizer, treated wastewater for re -use, or other <br />substance arising out of the operation of the Joint Facilities <br />shall be the property ofthe Authority and may be sold by the <br />Authority for the best obtainable price. The proceeds of any <br />such sale shall be divided and apportioned among the cities on <br />or before the fifteenth day of the month following the month in <br />-13- <br />
