State <br />The term "State" shall mean the State of California. <br />Steering -Committee <br />The term "steering committee" shall mean the committee <br />referred to in Section 8 composed of the city manager of each <br />City. <br />Treasurer <br />The term "treasurer" shall mean the City Treasurer of <br />Redwood City, designated as treasurer of the Authority in <br />Section G. <br />Section 2, Purr)ose <br />This agreement is made pursuant,to the law and relates <br />to the joint exercise of powers common to each of the cities. <br />This cort-ffnon power shall be jointly exercised by the cities in <br />the manner hereinafter set forth. <br />Section 3. Term <br />This agreement shall become effective as of the date <br />hereof and shall continue in force and effect until terminated <br />by an agreement pursuant to Section 18 or until January 1, <br />2020, whichever is earlier, unless extended by written agreement <br />of all parties. <br />Section 4. Creation of Authority <br />There is hereby created a joint powers authority (the <br />"Authority") to exercise in the manner hereinafter set forth <br />the powers common to each of tho cities hereinabove referred to. <br />Such powers are subject to the restrictions upon the manner of <br />exercising the powers of Redwood City, As provided in the Law, <br />the Authority shall be a public entity separate from the cities. <br />I <br />—4- <br />1 1 M �[ D m9" I -Ii, <br />
