Section S. Powers <br />The Authority shall have power to acquire, construct, <br />maintain and operate the Joint Facilities. <br />The Authority is hereby authorized, in its own name, to <br />do all acts necessary for the exercise of said power for said <br />purposes, including but riot limited to any or all of the <br />following : to make and enter into contracts; to employ agents <br />and employees; to acquire, construct, manage, maintain and <br />operate any buildings, works or improvements; to acquire, hold <br />or dispose of property; to sue and be sued in its own name; and <br />to incur debts, liabilities or obligations. No such debt, <br />liability or obligation shall constitute a debt, liability or <br />obligation of any of the cities. <br />The Authority shall have power to accept, receive and <br />disburse grants, loans and other aids from any agency of the <br />United States of Ilitierica or of the State of California. <br />I <br />Section 6. The Water Quality Administration commiss.ion-, <br />Controller; Treasurer <br />The Authority.shal.1 be administered by the Water Quality <br />Administration commission. Pursuant to Section 6505.1 of the <br />Law, the members of the coim-nission, the controller and the <br />treasurer of the Authority hereinafter in this section provided <br />for and the members of the steering committee provided for in <br />Section 8 are hereby designated as the public officers and the <br />persons who have charge of, handle and have access to the pro- <br />perty of the Authority; and the cities shall require each such <br />public officer and person to file with the Authority an official <br />bond in an amount to be fixed by the cities. <br />The commission shall be composed of one representative from <br />each of the cities.
