to cast one vote for each one per cent (1%) of the Joint <br />Facilities owned by the city he represents, as such ownership <br />is determined by the most recent preceding annual apportion- <br />ment of ownership of the Joint Facilities in accordance with <br />Section'12. Each member of the commission shall be a person <br />appointed by the city he represents in such manner and for such <br />term as each city may determine, and may be removed at the pleasure <br />of the city appointing him. The commission shall be presided <br />over by a chairman who shall be a member of thecommission <br />chosen by the commission. A member of the steering committee <br />may be made secretary of the commission. The commission shall <br />adopt bylaws and establish its operatingproceduresand may <br />adopt an annual budget. <br />The City Auditor and the City Treasurer of Redwood City <br />are hereby respectively designated controller and treasurer of <br />the Authority and as such shall have the powers, duties and <br />responsibilities specified in Section 6505.5 of the Law; and <br />the Council of Redwood City shall. determine the charges to be - <br />made against the Authority for the services of the controller <br />and treasurer. <br />Section 7. Mcetinqs of the Commission <br />(a) Regular. Meetinas <br />The COMIEiSSion shall hold at least one regular meeting <br />each year. The date upon which, and the hour and place at <br />which, each such regular meeting shall. be held shall be fixed <br />by resolution of the copt-onission. <br />(b) Special Mc:ctinas <br />Special meetings of the commission may be called in <br />accordance with the provisions of Section 54956 of the <br />Government Code of the State. <br />-6- <br />
