in Section 0 and in Section 6505.5 of the Law. <br />The. terms "maintenance" and "opc,.ration" as used herein <br />shall mean the repairs and upkeep made necessary by ordinary use <br />and operation of the Joint Facilities, including all tools and <br />operating equipment, materials, and supplies, the wages and <br />salarieL of employees of the Authority engaged in or connected <br />with the ope•r.ation of the Joint Facilities, and the costs and <br />expenses of the Authority, but not including any construction <br />costs, capital outlays or allowance for depreciation relating <br />to any of the Joint Facilities. <br />Section 10. Distribution of Maintenance and Operation <br />Costs <br />At the point at which the sewage collection facilities <br />of Redwood City and the combined facilities of San Carlos and <br />Belmont connect to the Joint Facilities, meters shall be in- <br />stalled to measure the discharge of sewage or effluent from such <br />facilities into the Joint Facilities. Such meters shall be read <br />and the charges based thereon determined as often as required <br />for each city to make the deposits, in the Joint Operating Fund <br />created by Section 9. In any case in which the total of the <br />flow as measured by, such motors is not equal to the total volume <br />of sewage and effluent treated in the Joint Facilities, th,-- <br />difference shall be prorated among the cities in accordance <br />with the percentage of the total of the flow attributable to <br />each city as indicated by such meters. In any year in which not <br />all of the cities have connected to the Joint Facilities, but <br />in which the Joint Facilities are in operation, any such city <br />not connected to the Joint Facilities may be charged a flat <br />rate maintenance and operation charge not related to any volume <br />of sewage and effluent treated in the Joint Facilities, but for <br />-9- <br />
