Councils' last spoken votes were: Aguirre - Bailey, Bain — Breaux, Hartnett- <br /> Breaux , Ira — Simon, Pierce- Breaux, Howard — Britschgi, Foust - Simon <br /> Minute Order 08-088 <br /> Mayor Foust thanked all the applicants for their dedication. She also recognized all <br /> thosel who participated in the process, since there are always more applicants than <br /> positions. <br /> B. First Study Session — Capital Improvement Program budget for Fiscal Years <br /> 2008/2009 and 2009/2010 <br /> Peter Vorametsanti, P.E. Supervising Engineer, spoke about the history, projects and the <br /> funds. He stated Council's leadership and fiscal stability are part of the reason why the <br /> Capital Improvement Program is successful. He then gave his presentation (on file). <br /> Council spoke about the feasibility study for the Wellness Center and replacement of same, <br /> and budget items in the future such as for election costs for the charter amendment if it <br /> passes. Council asked where the fire tower would be located and was told the selection <br /> has not been made yet. Steve Cavalier, Battalion Chief of the Fire Department, reported <br /> on the project of the new tower he gave locations. <br /> Council asked about sidewalk repairs. Mr. Gibbons, with Public Works, provided details on <br /> the sidewalk repair project. Council members also asked about the Main to Jefferson <br /> Middlefield Road improvements, and were told by Mr. Vorametsanti that this involved <br /> under-grounding utilities, and that a feasibility study for this is included in the budget. <br /> Council added that this was discussion of some of the big ticket items that require a lot of <br /> Council consideration. <br /> Council asked questions about various projects such as the bleacher project at Hawes Park <br /> and whether it would make it in 2009-10, and was told it is in the works with many <br /> considerations including resurFacing of the playfield at this location. The levy FEMA <br /> compliance issue and costs was also discussed, and was told the funding is for the startup, <br /> operating and maintenance of the levy so the City is in compliance. Vice Mayor Howard <br /> also asked what is happening with the Bradford project and Council members asked about <br /> conversion of Kaiser lot and would this happen sooner or later. Pat Webb, Housing <br /> Coordinator, spoke on the status of Bradford housing in wanting a "clean site" before they <br /> moving to the Request For Proposal phase. She stated the Kaiser piece would require <br /> further talks with Kaiser. <br /> Council asked about the Hoover Field replacement and also asked for further context on <br /> improvements upcoming, other than just the resources and monies needed, and whether <br /> they could include opportunities on Main Street. Mr. Vorametsanti commented on the <br /> deterioration of the field and the need for replacement and the previous manufacturer's <br /> warranty on the site.
