One Council Member asked about the situation when a site fits multiple categories and <br /> so there will be some crossover. Dr. Bell concurred that there will be properties that <br /> crossover. This Council Member appreciated the flexibility of the Policy, the process <br /> and the team players. Dr. Bell said that the Council had directed staff to be in a state of <br /> readiness and that is what staff is trying to accomplish here. One Council Member <br /> inquired about land banking and how this could be an additional goal. Dr. Bell said that <br /> this could be added as a policy goal or objective. One Council Member said the word <br /> property "disposal" could be tweaked, and staff concurred. <br /> Vice Mayor Gee appreciated the clarity of the process, and he asked if there is a <br /> possibility for a leased property portfolio to see if the City can have income producing <br /> properties. There was a suggestion to incorporate the notion of proceeds from sales <br /> and how these should not be absorbed by the General Fund but instead go into specific <br /> initiatives such as economic development. It was also mentioned that these funds <br /> should not be absorbed for citywide capital improvement projects. Vice Mayor Gee said <br /> that the exchange and land swap language are robust so that Council could act quickly <br /> and he was pleased with that. He places a strong value on the property exchange <br /> aspect. Another Council Member does not want to incur ongoing costs and found <br /> sunset provisions a positive approach. <br /> Mayor Aguirre appreciates the opportunity to have this discussion and the possibility of <br /> being flexible when it comes to housing, parks, fields and other city property. Dr. Bell <br /> said staff took note of the comments and will bring the Policy back for formal approval. <br /> B. Recommended Process for Development of the City's Public Works <br /> Corporation Yard and other Select City-owned Properties. (609) <br /> Recommendation: <br /> Authorize Staff to proceed with implementation of the recommended <br /> procedures for private development of the Public Works Corporation Yard <br /> and the other recommended properties. <br /> Mr. Bill Ekern, Director of Community Development, presented the report (presentation <br /> on file). He noted that staff has been approached by the development community <br /> regarding specific properties. He said this is an attempt to share opportunities with <br /> Council and get direction on specific sites (five of them). Mr. Ekern covered each of the <br /> sites and the possibilities associated with each one. He noted that some properties will <br /> take a while to be disposed of due to the need for environmental impact reports and <br /> other considerations. He noted that Council will have options regarding disposing, <br /> leasing, etc. and these will be decisions before the City Council in the future. The <br /> properties covered by Mr. Ekern included: Corporation Yard, Pine Street, Jefferson <br /> Street, Altamont Road, and Bradford Street Properties.
