REPORT <br /> From the City Manager <br />Februan] 9, 2004 <br /> <br /> Subject <br /> Redwood Shores Lagoon - Aquatic Plant Management and Environmental Engineering <br /> Services <br /> <br /> Recommendation <br /> By Motion, authorize an Agreement with Waterworks Industries, Inc., Windsor, Califomia <br /> to provide professional aquatic plant management and environmental engineering <br /> services for the Redwood Shores Lagoon through December 31,2005 at a not to exceed <br /> amount of $198,783 per year, each year of the two-year Agreement. <br /> <br /> Background <br /> On November 5, 2003, the Public Works Services Department issued a Request for <br /> Proposals (RFP) to qualified firms to provide aquatic plant management and <br /> environmental engineering services for the Redwood Shores lagoon. Sealed proposals <br /> were received from four firms on December 1, 2003. A selection committee was <br /> assembled and convened on December 18, 2003 to review the proposals and rank the <br /> firms according to the scoring matrix and selection criteria contained in the RFP. The <br /> firms submitting proposals are listed below in rank order: <br /> <br />1. Waterworks Industries, Inc., Windsor, CA <br />2. American Civil Constructors, Benicia, CA <br />3. Aquatic Environments, Inc., Alamo, CA <br />4. Clean Lakes, Inc., Martinez, CA <br />Staff completed discussions with Waterworks Industries, Inc. and is recommending that <br />City Council approve an Agreement with the firm to provide lagoon management services. <br />The Scope of Services (Exhibit A of the Agreement) is consistent with the updated draft <br />Redwood Shores Lagoon Management Plan (Revised July 2003), which provides the basis <br />for contractor adherence to and City compliance with the Regional Water Quality Control <br />Board's regulatory requirements imposed under both the municipal maintenance National <br />Pollution Discharge Elimination System (NPDES) permit and the general NPDES pem~it for <br />dischargers of aquatic pesticides. These specialized services require the use of special <br />equipment, (harvester), and technicians that are certified and licensed (category F) by the <br />Department of Pesticide Regulations (DPR) as qualified pesticide applicators. <br /> <br />Waterworks Industries, Inc. has served as the City's contractor for lagoon maintenance <br />since 1999. Their performance over the years has demonstrated a strong knowledge of <br />the Redwood Shores Lagoon system, an understanding of the objectives of the City's <br />lagoon management plan, and sensitivity to the beneficial use and aesthetic value that the <br />lagoons provide to City residents. <br /> <br />The initial term of the proposed Agreement with Waterworks is for two years, running on <br />the calendar year and ending December 31, 2005. This allows the contractor to be well <br />into providing services before the start of the peak growth cycle for nuisance vegetation in <br />the lagoons, generally from March/April through September of each year.
