EXHIBIT "A" <br /> <br /> SCOPE OF SERVICES <br /> <br />The services to be performed in this Agreement will span from early January through <br />April, 2004, and will include a variety of engineering and information management <br />related tasks that will help the City continue to plan the program, and be prepared to <br />move forward with a project, irrespective of the specific outcomes of the Community <br />Task Force that is currently meeting and formulating recommendations on project <br />implementation to the City Council. The project will ultimately include design and <br />construction of treatment, storage, pumping and pipeline facilities that will serve various <br />customer sites, and that the City will need to fund, obtain regulatory permits and <br />communicate with the City Council and public on a variety of issues. <br /> <br />Four areas of support work are included: <br /> <br />1. Master Planning / Phasing - The City staff have identified that master planning for the <br /> project will continue to be refined over time. There are new developments, redevelopments, <br /> community task force outcomes and other factors that will require revising water and <br /> recycled water demand projections, implementation scheduling and resolution of other <br /> planning issues as the program moves forward. <br /> <br />2. System Engineering - The City recognizes the need to bridge certain engineering work <br /> activities between planning and preliminary design. There are a number of operational and <br /> design criteria and other system performance decisions that require further evaluation in <br /> order to be ready to proceed with preliminary design after April 2004, and in concert with <br /> SBSA staff and consultants. <br /> <br />3. Program Work Plan Development - The City is in the process of organizing how the <br /> program will be functionally organized and staffed to perform various activities over time. <br /> Assistance will be provided in creating: <br /> <br /> a. A functional organizational chart <br /> <br /> b. A process diagram that identifies standards and hand-off points in the complex, multi- <br /> step customer site retrofit procedure <br /> <br /> c. A decisions matrix <br /> <br /> d. Master project phasing strategy tied to a project schedule <br /> <br /> e.
