Input, feedback, functional descriptions and other graphics that represent the concepts on how
the City will implement the project over time will be provided.

4. Program GIS Tool Development- The City has an existing GIS system that is being used in
a variety of ways to support the program. It provides an efficient platform to store and
retrieve data, and to rapidly report out status information to a variety of technical and non-
technical stakeholders and participants in both graphical and report formats. A GIS
Program Monitoring and Reporting Tool is envisioned that will build on the City's existing
database, customer outreach software and mapping. The tool would be a web-based
system that can be secured and accessed in a variety of ways that are tailored for the
project participants and public, and would be used through final planning, design and
ongoing operation of the system. Aspects of the program that would be addressed include
project planning, design and construction, regulatory compliance, customer retrofit, recycled
water use (quality/quantity) monitoring, water use and water conservation efficiency
monitoring, urban water management plan updates, and public information, etc. Work under
this task would include developing the specific scope and approach for the tool, and how it
would integrate into the City's operations over time.

Services will be performed on an as-requested basis by the City's program manager, as
the program evolves through April 2004 and the Community Task Force
recommendations are made. A not-to-exceed budget of $60,000 is set for all services
performed under this Agreement. The status of work activities and Agreement budget
will be summarized and billed on a monthly basis, based on billing rates currently in
place in the existing Kennedy/Jenks Agreement with the City of Redwood City for
Community Task Force support.

Agreement over $10K 1 1
KennedyJenks Rev-2 112603
