<br /> , - <br /> ,;- <br /> .. .IC..l <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> February 23, 2004 <br /> Subject <br /> Vector (Rodent and Cockroach) Control Program for Sanitary Sewers, Creeks, Municipal <br /> Marina, Port of Redwood City and Corporation Yard for the City of Redwood City <br /> Recommendation <br /> By motion, authorize Amendment No.2 to the original Agreement with Dewey Pest Control <br /> of San Francisco, California for Vector (Rodent and Cockroach) Control Services jn the <br /> City of Redwood City, as follows: <br /> 1. Extend the term for one year, ending February 28, 2005; <br /> 2. Increase the contract value by $55,000.00 for the period and <br /> 3. Authorize the City Manager to renew the Agreement for three (3) additional one <br /> year periods or parts thereof in amounts consistent with the escalation formula <br /> contained in the original Agreement. <br /> Background <br /> This Agreement with Dewey Pest Control of San Francisco, a licensed pesticide operator, <br /> was first awarded in February 2001 following a competitive bid process in which they were <br /> the sole bidder. The Agreement history is as follows: <br /> Contract Period Contract Term <br /> . Initial Agreement (2-Years) March 1, 2001 through February 28, 2003 <br /> . Amendment No 1 March 1, 2003 through February 29, 2004 <br /> 151 Extension Period <br /> Proposed Amendment NO.2 March 1, 2004 through February 28, 2005 <br /> 2nd Extension Period <br /> The provisions of the Agreement permit extension periods for 5 additional years in one <br /> year increments. Amendment No.2 would extend the term of the Agreement through its <br /> second extension period commencing March 1, 2004 through February 28, 2005. <br /> Compensatjon adjustments for Agreement extensjon periods are determined by a cost <br /> escalation formula, contained in the original Agreement, based the most recent annual <br /> Consumer Price Index-Urban (CPI-U) for the San Francisco-Oakland-San Jose area. <br /> Based on this formula, Dewey Pest Control is entitled to a billing rates increase at a 1.02 <br /> escalation factor or two percent. Because the original bid was based on unit prices, the <br /> price adjustment is applied to the unit prices. The estimated annual quantities remain <br /> unchanged from the original bid, i.e. bait station locations and treatment locations remain <br /> the same throughout the life of the contract. <br /> The proposed Agreement amount for Amendment No.2 is not to exceed $55,000. It is <br /> based on the expenditure pattern for these services over the past three years. When <br />
