However, expenditures for these services have averaged <br /> approximately $50,000 over the past three years. Staff recommends including a five <br /> percent contingency amount to cover the additional of Cordilleras Creek, and bait station <br /> reinstallation and replacements, which cannot be predicted. Reinstallations and <br /> replacements can be caused by major infestations, damage, theft or vandalism of bait <br /> stations. <br /> The attached Exhibit A contains a breakdown of cost per geographic area served and <br /> identifies the maximum total cost per area. Vector control services cover the following <br /> geographic areas <br /> I. Sanitary Sewer manholes: <br /> a. Rodent control <br /> b. Cockroach control <br /> II. Creeks 1 <br /> III. Municipal Marina <br /> IV. Port <br /> V. Corporation Yard <br /> 1The cities of Redwood City and San Carlos share responsibility for services to Cordilleras <br /> Creek. Redwood City pays for treatments in even numbered years and San Carlos covers <br /> odd years. <br /> Staff also recommends that City Council authorize the City Manager to renew the <br /> Agreement for three (3) additional one year periods or parts thereof in amounts based on <br /> the escalation formula contained in the original Agreement. The original Agreement also <br /> grants the City the option to renew for an additional five (5) one year periods; however it <br /> does not specifically give this authority to the City Manager. <br /> In the past, each renewal of this Agreement has been approved by the City Council. <br /> However, the City Council has since changed the procedures for procurement of services <br /> and this change would make renewals of the remaining three option years of this <br /> Agreement consistent with current City policy for multi-year agreements. <br /> Dewey Pest Control has provided vector control services to Redwood City and throughout <br /> San Mateo County since 1989. Dewey was the only contractor to respond to the City's <br /> 2001 competitive bidding process. Staff has experienced responsive and thorough <br /> services from Dewey and the County Health Services Agency inspectors have been <br /> satisfied with the work. The City's vector control program is operated with the active <br /> involvement of the San Mateo County Health Services Agency, which is responsible for <br /> monitoring and enforcing State regulations in this area. County Health Services also <br /> provides all of the inspection services to our vector control program, as well as to other <br /> cities' programs, countywide. The County inspection fee is included in the unit prices and <br /> paid directly to the County by the contractor. <br /> Alternative <br /> There is no reasonable alternative to contracting for these services. This is a specialized <br /> service requiring specific licenses from the State of California Department of Pesticide <br /> Regulations and the County Department of Agriculture. Use of a contractor is the most <br /> cost-effective method for administering the program. <br />
