Shared equally by <br />each permit holder, a fee not to exceed $1765 per month per space would cover costs <br />associated with the establishment and maintenance of this area for media use. It will <br />prevent street blockage, traffic disruption, and interference with commerce throughout the <br />downtown area. For these calculations the Police Department staff assumes a 70% <br />occupancy rate of both designated parking areas for the press. <br />Police Department staff has determined it can provide for the safety and security of the <br />area by staffing two police officers on overtime during those days and times when court is <br />in session. If it is later determined that the need for this level of staffing is less, Police <br />Department staff assigned will be reduced and the monthly parking fee would be <br />correspondingly less the following month. <br />Approximately 25 spaces have been made available at the Bradford Street media <br />designated parking lot. The cost for construction of the parking lot is estimated at $7,500. <br />The proposed monthly fee of $110, due on the first of the month for this lot is <br />recommended beginning March 1, 2004 on a calendar-month basis. Assuming a 70% <br />occupancy rate and a four-month long trial, this parking fee will reimburse City construction <br />costs associated with this parking lot. <br />We have every reason to believe that the media and press representatives will abide by <br />these parking regulations. If we find this not to be true, and excessive complaints are <br />received, we will return to Council and request additional resolutions to address those <br />complaints. <br />
