Ratify the determination of the City Manager that traffic congestion is likely to occur <br /> on Middlefield Road from Veterans Boulevard to Bradford Street <br />. Approve the temporary closure of Middlefield Ro...d to generally westbound <br /> vehicular traffic beginning approximately one hundred ~nd fifty feet from Veterans <br /> Boulevard to Bradford Street and prohibiting vehicular p:lrking or standing in said <br /> area, and suspending the maximum period of parking permitted and the rate of <br /> parking fees along Middlefield Road from Veterans Boulevard to Bradford Street <br /> unless otherwise provided by the City Council. Temporary signs shall be posted <br /> indicating said street closure. <br />. Authorize the temporary closure within the cui de sac of Fuller Street, from Allerton <br /> Street generally east where the roadway dead-ends prior to the intersection of <br /> Winslow and prohibiting vehicular parking or standing in said area at such time as <br /> the Chief of Police determines that this area is needed as additional overflow news <br /> media vehicular parking due to said parking being insufficient on Middlefield Road <br /> as described below, and at such time suspend the maximum period of parking <br /> permitted and the rate of parking fees along said area. Temporary signs shall be <br /> posted indicating said street closure. <br />. Authorize the City Manager to allow the parking of news media vehicles on <br /> Middlefield Road beginning approximately one hundred and fifty feet (150') westerly <br /> of Veterans Boulevard to Bradford Street and within the cui de sac of Fuller Street <br /> at the discretion of the Chief of Police, from Allerton Street generally east where the <br /> roadway dead-ends prior to the intersection of Winslow, subject to the issuance of <br /> revocable vehicle parking licenses and payment of a maximum monthly fee in the <br /> amount of $1765.00. <br />. Authorize the City Manager to allow the parking of news media vehicles upon the <br /> City's parking lot located at the intersection of Main Street and Bradford Street, <br /> subject to the issuance of revocable vehicle parking licenses and payment of a <br /> maximum monthly fee in the amount of $110.00. <br />Fiscal Impact <br />As indicated in the discussion above, the fees have been established in order to recover <br />the costs associated with the media's use of the City's services. Costs not calculated here <br />are the expenditures in management planning and those costs associated with Police <br />Department services during the month of February. Dedicated personnel costs may be <br />significantly reduced during periods of trial inactivity or be scaled back as the actual impact <br />on traffic and public safety are understood. <br />Parking fees in the Middlefield Road Media/Press parking area and the Bradford Street <br />parking lot have been based upon the assumption of a 70% occupancy rate. It is Police <br />Department staff's intent for these fees to recoup estimated costs and is not intended to <br />generate revenue. A 70% occupancy rate in the Middlefield Road lot would generate <br />$51,185 of revenue per month for the first and last month of the trial. A 70% occupancy <br />rate during the intervening months will generate $36,975 a month.
