6. STAFF REPORTS A. 2004 Sea Otter Classic International Cycling Event — CITY COUNCIL AND REDEVELOPMENT AGENCY Redevelopment Manager Moeller asked that this item be pulled from consideration at this time due to a lack of a guaranteed funding commitment as communicated by the 2004 Sea Otter Classic International Cycling Event organization. MINUTE ORDER 04 -05 7:15 P.M. - ADJOURN THE REDEVELOPMENT AGENCY MEETING Mayor Ira announced that based on the Fair Political Practices Commission advice that he is able to participate in the retail /cinema project study session without conflict of interest. 7. STUDY SESSION: Joint Study Session to Review Concept Plans for Streetscape Project Redevelopment Manager Moeller introduced Michael Freedman to conduct the study — session. Mr. Freedman explained the background and that the point of the presentation and discussion would be to obtain direction on the design concept for the Broadway frontage for the retail /cinema project. He proceeded to explain prior decisions made and the current plan at this point, while describing the protected drop off component. Mr. Freedman stated that direction is needed for a decision on whether to use the protected drop off or standard drop off. City Council, Planning Commission and Architectural Review Committee members asked questions and made comments. Public Comment: Bob Baldwin asked whether the area across from the retail /cinema project might have buildings several stories high as in Palo Alto. Bob Bryant asked if coming down Theatre way with the island, will the cars turn and go down the island or go down the regular thoroughfare should they not choose to drop off at the theatre.
