We <br /> propose to work with City staff on an as-needed basis. <br /> We will assign Thomas E. Gaffney, one of our principals, as project manager on this <br /> assignment. Alex Handlers, senior consultant, will also be assigned. Both Tom and Alex <br /> are very familiar with Redwood City's recycling program, having previously developed a <br /> plan to finance the recycling facilities. <br /> Bartle Wells Associates <br /> Bartle Wells Associates has over 35 years experience in all types of analysis of financial <br /> issues for local governments. Our firm was established in 1964 to provide unbiased, <br /> professional advice to public agencies on the financing of public works projects. We have <br /> completed over 2,000 assignments for water and sewer agencies in California. <br /> Scope of Services <br /> Bartle Wel1s Associates wil1 provide the following consulting services working at al1 <br /> times in close cooperation with City staff and its other consultants as directed. <br /> . Wark with City staff as requested to determine the short-term impact of the recycling <br /> program and the SFPUC's projected increases in water costs to Redwood City water <br /> users. Examine the impacts ofSFPUC costs on the City's water utility expenses. <br /> Recommend water rate alternatives that Redwood City may employ to mitigate such <br /> cost increases to its customers. <br />
