7.B. - Page 14 <br /> Sigona's market to the north. The Use Permit Modification is limited to the gasoline <br /> station expansion and resulting reconfiguration of the existing on-site parking spaces <br /> and internal vehicular circulation to accommodate the gasoline station expansion. <br /> c. The use and its associated structures and facilities will not be detrimental <br /> to the public health or safety, the general welfare, or the environment. The expansion of <br /> the gasoline station from 12 fuel pumps to 20 fuel pumps would not result in any new or <br /> more severe significant environmental impacts beyond those previously addressed in <br /> the 2007 EIR and Addendum No. 1,including noise, traffic, and air quality. <br /> d. The use and facilities will not adversely affect or conflict with adjacent <br /> uses or impede the normal development of surrounding property. The proposed use <br /> would be an expansion of a previously approved gas station use, with the expansion of <br /> fuel pumps expected to minimize vehicle queuing and wait times resulting in a reduction <br /> in impacts to air quality and greenhouse gas emissions. Furthermore, although the <br /> revised concept site plan dated November 9, 2012 would result in five (5) fewer parking <br /> spaces, there is adequate parking supply on the project site as document in the parking <br /> study; therefore, no new impacts to parking have been identified, compared to the <br /> previous Project. <br /> e. Adequate public and private facilities such as utilities, landscaping, <br /> parking spaces and traffic circulation measures are or will be provided for the proposed <br /> use. Adequate public and private facilities would be provided for the proposed use in <br /> that the demand for public services would be served by current facilities. Payment of <br /> development impact fees would allow school services to provide adequate services, and <br /> annual review of service levels for fire and police services would ensure acceptable <br /> levels are maintained. All private facilities including landscaping, parking and traffic <br /> circulation management would be provided and maintained by the Applicant in <br /> accordance with the City's requirements. <br /> f. Other findings required to be made in specific zoning districts as set forth <br /> in the Zoning Code. There are no additional findings that need to be made for the <br /> proposed use. <br /> Section 6. Architectural Permit AP2011-43: The City Council finds that: <br /> a. Sufficient variety in the design of the structure and grounds to avoid <br /> monotony in the external appearance of the project: The design of the canopy extension <br /> and landscaping would be consistent with the design of the existing canopy in that it <br /> would be an extension of the 2007-approved architectural design of the existing canopy. <br /> b. Size and design of the structure shall be in proportion to the building site <br /> and there is balance and unity among its external features so as to present a <br /> harmonious appearance: The design of the canopy structure is in proportion to the <br /> existing canopy structure in that it will be extended proportionally so as to cover the gas <br /> ATTY/RES0.2816/COSTCO <br /> REV: 12-19-12 VR <br /> Page 4 of 9 <br />
