Extent to which the structure conforms to the general character of other structures in the project vicinity insofar as the character can be ascertained and is found to be architecturally pleasing: The canopy extension will conform to the design and aesthetics of the existing canopy structure so as to match the architectural style of the existing canopy. d. Extent to which excessive ornamentation is used and the extent to which temporary and second-hand materials, or materials which are imitative of other materials, are to be used: Excessive ornamentation will not be used; all exterior materials of the canopy extension will match the materials of the existing canopy. The landscaping and parking lot improvements will also match the design and ornamentation of the existing landscaping and parking lot design. e. Extent to which natural features, including trees, shrubs, creeks, and rocks, and the natural grade of the site are to be retained: There are a total of 271 trees currently on-site. The expansion of the gas station will require the removal of fewer than 16 trees. A revised landscape plan will be submitted along with the revised site plan to ensure proper distribution of landscape materials. Even with the reduction of 16 on-site trees the project site would contain a minimum of 255 trees, which far exceeds the 149 trees required by the City's Zoning Ordinance. f. Accessibility of off-street parking areas and the relation of parking areas with respect to traffic on adjacent streets: The applicant has submitted a revised site plan for the 20-pump gas station demonstrating that the project modifications, specifically modifications to the site primary vehicle entrance would result in decrease of five (5) parking spaces, thereby reducing the existing 745 on-site parking spaces to 740 on-site parking spaces. The parking analysis provided with the application materials indicates that 740 on-site parking spaces are adequate to meet the project's peak demands. g. Reservation of landscaping areas for the purposes of separating or screening service and storage areas from the street and adjoining building sites, breaking up large expanses of paved areas, separating or screening parking lots from the street and adjoining building sites, and separating building areas from paved areas to provide access from buildings to open space areas: The project modifications will require the removal of existing on-site landscape; however, as previously mentioned the project will not require the removal of more than 12 trees, leaving of minimum balance of 255 tree which is excess of the 149 trees are required by the City's Zoning Ordinance. Section 7. The City Council hereby considers the Addendum No. 2 and approves the Use Permit Modification and the Architectural Permit for the Expansion Project based on the City Council's consideration and reliance on the 2007 EIR, ATTY/RES0.2816/COSTCO REV: 12-19-12 VR Page 5 of 9
