7.B. - Page 15 <br /> station expansion. The signage on the canopy will be designed to provide an external <br /> harmonious appearance. <br /> c. Extent to which the structure conforms to the general character of other <br /> structures in the project vicinity insofar as the character can be ascertained and is found <br /> to be architecturally pleasing: The canopy extension will conform to the design and <br /> aesthetics of the existing canopy structure so as to match the architectural style of the <br /> existing canopy. <br /> d. Extent to which excessive ornamentation is used and the extent to which <br /> temporary and second-hand materials, or materials which are imitative of other <br /> materials, are to be used: Excessive ornamentation will not be used; all exterior <br /> materials of the canopy extension will match the materials of the existing canopy. The <br /> landscaping and parking lot improvements will also match the design and <br /> ornamentation of the existing landscaping and parking lot design. <br /> e. Extent to which natural features, including trees, shrubs, creeks, and <br /> rocks, and the natural grade of the site are to be retained: There are a total of 271 trees <br /> currently on-site. The expansion of the gas station will require the removal of fewer than <br /> 16 trees. A revised landscape plan will be submitted along with the revised site plan to <br /> ensure proper distribution of landscape materials. Even with the reduction of 16 on-site <br /> trees the project site would contain a minimum of 255 trees, which far exceeds the 149 <br /> trees required by the City's Zoning Ordinance. <br /> f. Accessibility of off-street parking areas and the relation of parking areas <br /> with respect to traffic on adjacent streets: The applicant has submitted a revised site <br /> plan for the 20-pump gas station demonstrating that the project modifications, <br /> specifically modifications to the site primary vehicle entrance would result in decrease of <br /> five (5) parking spaces, thereby reducing the existing 745 on-site parking spaces to 740 <br /> on-site parking spaces. The parking analysis provided with the application materials <br /> indicates that 740 on-site parking spaces are adequate to meet the project's peak <br /> demands. <br /> g. Reservation of landscaping areas for the purposes of separating or <br /> screening service and storage areas from the street and adjoining building sites, <br /> breaking up large expanses of paved areas, separating or screening parking lots from <br /> the street and adjoining building sites, and separating building areas from paved areas <br /> to provide access from buildings to open space areas: The project modifications will <br /> require the removal of existing on-site landscape; however, as previously mentioned the <br /> project will not require the removal of more than 12 trees, leaving of minimum balance <br /> of 255 tree which is excess of the 149 trees are required by the City's Zoning <br /> Ordinance. <br /> Section 7. The City Council hereby considers the Addendum No. 2 and <br /> approves the Use Permit Modification and the Architectural Permit for the Expansion <br /> Project based on the City Council's consideration and reliance on the 2007 EIR, <br /> ATTY/RES0.2816/COSTCO <br /> REV: 12-19-12 VR <br /> Page 5 of 9 <br />
