6.1.B. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> January 14, 2013 <br /> SUBJECT <br /> Award of Contract — Sanitary Sewer Pump Station 10 Improvements Project <br /> RECOMMENDATION <br /> Approve, by motion, the contract documents and award the standard form contract for <br /> the Sanitary Sewer Pump Station 10 Improvements Project to Blocka Construction, Inc. <br /> of Fremont, California for their responsive and responsible low bid of$339,500.00 and <br /> authorize the City Manager to increase the contract amount, if necessary, up to 10% of <br /> the amount awarded, not to exceed $373,450.00. <br /> BACKGROUND <br /> Sanitary Sewer Pump Station No. 10 ("PS 10") is located near the intersection of Davit <br /> Lane and Shell Parkway, in Redwood Shores. It was reconstructed in 1994 to replace <br /> the pump station constructed in 1969. PS 10 receives wastewater flow from sixteen <br /> other pump stations and then pumps those flows directly to South Bayside System <br /> Authority (SBSA) wastewater treatment plant. Functionality of PS 10 and its associated <br /> force main are critical to the overall operation of city's wastewater collection system in <br /> Redwood Shores, as PS 10 conveys more than half of the system's wastewater flow. <br /> ANALYSIS <br /> On August 25, 2010, a sewer spill occurred from the force main for PS 10. A Request <br /> for Proposal (RFP) was issued in November 2010, and the electrical engineering firm of <br /> DLT&V was hired to investigate PS 10's electrical, instrumentation and control systems. <br /> That study was completed in November of 2011. <br /> On April 23, 2012, City Council awarded a contract to TJCAA to design the electrical <br /> improvements for PS10. The project was advertised for bid on October 22, 2012. <br /> Three (3) bids were received at the bid opening on November 14, 2012. <br /> Bidder Bid Amount <br /> Anderson Pacific, Inc. —Santa Clara $342,100.00 <br /> Blocka Construction, Inc. — Fremont 339,500.00 <br /> D.
