Cause an increase in traffic which is ❑ ❑ � ❑ <br /> substantial in relation to the existing traffic <br /> load and capacity of the street system(i.e., <br /> result in a substantial increase in either the <br /> number of vehicle trips,the volume to <br /> capacity ration on roads,or congestion at <br /> intersections)?For intersection circulation, <br /> an impact may be identified as significant <br /> according to Redwood City thresholds if a <br /> project: <br /> • Increases the delay at an <br /> intersection that currently operates <br /> at a LOS E or LOS F by five(5) <br /> seconds or more; if the intersection <br /> is unsignalized,then additional <br /> traffic volumes must meet the <br /> Caltrans peak hour volume warrant <br /> for traffic signal installation <br /> • Causes an unsignalized intersection <br /> currently operating at LOS D or <br /> better to degrade to LOE E,and <br /> either: 1) increases the delay by 5 <br /> seconds or more,or 2)traffic <br /> volumes exceed the Caltrans peak <br /> hour traffic signal warrant criteria. <br /> For local residential roadway segments,a <br /> significant traffic impact would occur if: <br /> • The roadway segment currently <br /> carries less than 3,000 vehicles per <br /> day;and <br /> • There is an increase in traffic volume <br /> of more than 5 percent of the daily <br /> or peak hour traffic.The absolute <br /> minimum threshold is an increase of <br /> 5 peak hour trip of 50 daily trips for <br /> low volume roadways. <br /> b. Exceed,either individually or cumulatively,a ❑ ❑ � ❑ <br /> level of service standard established by the <br /> county congestion management agency for <br /> designated roads or highways? <br /> c.
