Costco now estimates that with 20 pumps the maximum they would reach would be 18 million gallons per year.The potential maximum increase in refueling could double,whereas the fueling stations are only increasing by 25%over the 16 pumps in the 2007 FEIR. Carbon Monoxide "Hot Spots" Less-than-Significant New Impact.The 2007 FEIR(page 4.5-8) evaluated the potential for CO"hot spots"associated with relocating the main site entrance from Charter Street to Willow Street,and found CO concentrations to be well below the CAAQS and impacts to be less than significant.As discussed in Section 4.3.a,the proposed 20-station fueling center is expected to increase 80 peak hour vehicle trips through the intersection of Middlefield Road and Willow Street.The increased traffic volumes are not expected to worsen the intersection LOS at the Middlefield Road/Willow Street intersection and adjacent intersections.Therefore,the project's new impact on CO "hot spots" would remain less than significant. Vehicle Queuing Concentrations Less-than-Significant New Impact.As shown in Table 4.4-5,idling emissions associated with vehicle queuing would result in only small increases in ambient short-term air pollutant concentrations.Based on the estimated daily vehicle idling emissions for the 20-station fueling Addendum No.2 to the Environmental Impact Report for 4 3Z September 2012 the Redwood City Costco Wholesale Project ICF 00154.12
