Noise levels for the 15-minute <br /> monitoring did differ from the 2007 EIR,but 15-minute measurements are highly variable <br /> depending on specific traffic passing the monitoring station and thus may not represent real average <br /> changes. During the collection of noise data at the Shasta Street/Laurel Street intersection,a large <br /> commercial truck passed by leading to the observed LmaX of 105 dBA.This anomaly may have biased <br /> the Shasta Street/Laurel Street intersection noise data,resulting in a higher Leq. <br /> The Costco tire center is located approximately 300 feet south of the nearest residences (multifamily <br /> residences located across Middlefield Road).According to the 2007 FEIR(pages 4.6-7),noise <br /> generated by the tire center was estimated at 37 dB CNEL at the multifamily residences.With <br /> elevated traffic background noise at the residential structures closest to Middlefield Road,tire <br /> center noise would be generally inaudible at the nearest offsite homes. <br /> Noise-Sensitive Land Uses <br /> Noise-sensitive land uses are generally defined as locations where people reside or where the <br /> presence of unwanted sound could adversely affect the use of the land. Noise-sensitive land uses <br /> typically include residences,hospitals,schools,guest lodgings,libraries and certain types of passive <br /> recreational uses,such as parks to be used for reading,conversation,meditation,etc. (Federal <br /> Transit Administration 2006). <br /> In the project area,the nearest residential uses are the residential neighborhood located 800 feet <br /> north of the project site across Middlefield Road and the residential neighborhood located 600 feet <br /> south of the project site across the Caltrain tracks.
