7.B. - Page 86 <br /> Redwood City Chapter 4.Environmental Impact Analysis <br /> Regulatory Setting <br /> Redwood City General Plan <br /> The noise element of the Redwood City General Plan establishes land use compatibility noise <br /> guidelines for residential land uses.The residential areas adjacent to the project site are designated <br /> as mixed use6 districts,for which the normally acceptable exterior noise level is 60 dBA CNEL and <br /> conditionally acceptable exterior noise level is 75 dBA CNEL.As noted above under Ambient Noise <br /> Environment,the existing noise levels in the project area range between 61 and 71 CNEL,which is in <br /> the conditionally acceptable zone according to the established land use compatibility noise <br /> guidelines. <br /> Redwood City Noise Ordinance <br /> Chapter 24(Noise Regulation) of the Redwood City Municipal Code(the noise ordinance) sets <br /> allowable noise limits for residential properties within the City.Section 24.21 prohibits noise <br /> increases of 6 dBA above local ambient noise measured at any point within a residential district <br /> during the hours of 8 p.m.and 8 a.m.The local ambient noise is defined as the lowest sound level <br /> repeating itself during a 6 minute period. <br /> For construction activities,Section 24.31 of the Noise Ordinance prohibits noise levels from <br /> exceeding 110 dBA during construction within a residential district.The noise level is defined as the <br /> maximum continuous sound level or repetitive peak sound level produced by a source or group of <br /> sources.Section 24.32 of the Noise Ordinance establishes that nighttime construction activities are <br /> prohibited between the hours of 8 p.m.and 7 a.m.on weekdays,or at any time on Saturdays, <br /> Sundays,and holidays. <br /> Noise Impact Criteria <br /> In accordance with CEQA, Redwood City plans and policies,and professional standards,a project <br /> noise impact would be considered significant if the project would: <br /> • Generate construction noise in excess of 110 dBA during the hours of 7 a.m.and 8 p.m.at noise- <br /> sensitive land uses. <br /> • Result in an increase in operation noise greater than 6 dBA over the existing background sound <br /> level during the hours of 8 p.m.and 8 a.m.at noise-sensitive land uses. <br /> • Generate traffic noise in excess of 60 dBA CNEL at noise-sensitive land uses that result in an <br /> increase in operation traffic noise of greater than 3 dBA over the noise levels without the project <br /> at noise-sensitive land uses.The 3 dBA is generally considered to be the threshold of a <br /> perceptible change. <br /> 6 The residential uses on the north side of Middlefield Road are designated Mixed Use—Neighborhood and <br /> Residential—High.The south sides of the blocks,closest to the project site,are designated Mixed Use— <br /> Neighborhood,and the north sides of the blocks,farther from the project site,are designated Residential—High. <br /> Addendum No.2 to the Environmental Impact Report for 4-41 September 2012 <br /> the Redwood City Costco Wholesale Project ICF 00154.12 <br />
