7.B. - Page 87 <br /> Redwood City Chapter 4.Environmental Impact Analysis <br /> Impact Discussion <br /> As discussed below,the proposed modifications to the project would not result in any new or more <br /> severe significant noise impacts beyond those previously addressed in the 2007 FEIR and 2007 <br /> Addendum No. 1,and there are no other changes in circumstances,or new information that would <br /> necessitate any major modification of the noise discussions in the 2007 FEIR and 2007 Addendum <br /> No. 1. <br /> Would the project: <br /> a. Expose persons to orgenerate noise levels in excess of standards established in the local <br /> general plan or noise ordinance,or applicable standards of other agencies? <br /> Less-than-Significant New Impact. <br /> Construction staging would occur on the project site and all construction activities would be limited <br /> to weekday daytime hours between 7 a.m.and 3:30 p.m.As analyzed in the 2007 FEIR (page 4.6-4), <br /> the construction of the Costco warehouse and fueling center was estimated to generate a peak noise <br /> level of approximately 75 dBA at 300 feet from the source.The project site is located farther away <br /> from the closest residential neighborhoods (600-750 feet) and would have a smaller scale of <br /> construction than the construction of the Costco Warehouse and Tire Station in 2009.Therefore,the <br /> peak noise level generated by project construction is expected to be less than 69 dBA at 600 feet <br /> from the source,given a noise attenuation rate of 6 dB per doubling of distance.The construction <br /> noise would be well below the City`s noise ordinance limit of 110 dBA,and construction equipment <br /> would utilize available noise suppression devices,where feasible,to be consistent with Policies PS- <br /> 13.6 and PS-13.8 in the General Plan. In addition,the construction activities would be limited to <br /> daytime hours for a short period of time (7 weeks). Consequently,new construction noise impacts <br /> would be less than significant. <br /> The fueling center operates between the hours of 6 a.m.and 9:30 p.m.on weekdays,and between <br /> the hours of 6 a.m.and 7 p.m.on weekends.As analyzed in the 2007 FEIR(page 4.6-7),the operation <br /> of the 16-station fueling center was estimated to generate a noise level of 50 dBA Leq or less at the <br /> closest residential areas.With the exception of a change in traffic noise levels,the operational nature <br /> of the activities at the existing fueling center would remain the same,therefore the increase in <br /> operational noise at these residential neighborhoods would be negligible because the noise level <br /> would be well below existing background noise levels,which is dominated by traffic noise sources <br /> on adjacent local streets.As such,the project would not conflict with Policies PS-13.3, PS-13.4,and <br /> PS-13.5.Therefore,new noise impact associated with the operation of the project plus the proposed <br /> modifications would be less than significant. <br /> As analyzed in the 2007 FEIR(page 4.6-8),the operation of the Costco warehouse and fueling center <br /> was estimated to result in a traffic noise increase of less than 1 dBA on adjacent streets for which the <br /> traffic noise levels were greater than 60 dBA CNEL.The 2007 FEIR estimated the originally <br /> approved project would result in 80 diverted trips (which would affect traffic noise along <br /> Middlefield Road) and 80 net new trips (which would affect noise along Woodside Road and <br /> Middlefield Road).As described in Table 4.3-3 above,the previously approved project plus the <br /> proposed modifications is estimated to result in 230 diverted trips (which would affect noise along <br /> Middlefield Road) but only 80 net new trips overall (which would affect noise along Woodside Road <br /> and Middlefield Road).Thus,the project with the proposed modifications would result in 20 new <br /> trips along Woodside Road compared to 2012 existing conditions,but no change from what was <br /> Addendum No.2 to the Environmental Impact Report for 4 4Z September 2012 <br /> the Redwood City Costco Wholesale Project ICF 00154.12 <br />
