Cause exposure of persons to orgeneration of excessivegroundborne vibration orgroundborne
noise levels?
Less-than-Significant New Impact.Construction activities associated with the proposed
modifications would not involve high-impact noise generating activities such as pile driving.
Vibration from nonimpact construction activity and truck traffic is typically below the threshold of
perception when the activity is more than about 50 feet from the receiver(Federal Transit
Administration 2006). Because the proposed modifications would not involve high-impact
equipment and the construction site is more than 50 feet from the nearest noise-sensitive land uses,
new impacts would be less than significant.
c. Cause a substantial permanent increase in ambient noise levels in the project vicinity above
levels existing without the project?
Less-than-Significant New Impact. As discussed in Section 4.5.a,operation of the project plus the
proposed modifications would result in a noise level of less than 50 dBA Leq,which is below existing
background noise levels at the closest residential neighborhoods, and consistent with the City's goal
and policies of reducing potential noise impacts. Therefore, new impacts resulting from the
operation of the proposed modifications would be less than significant.
d. Cause a substantial temporary or periodic increase in ambient noise levels in the project
vicinity above levels existing without the project?
Less-than-Significant New Impact. As discussed in Section 4.5.a,the peak noise level generated by
the construction of the proposed modifications is expected to be less than 69 dBA at the closest
residential neighborhood.Construction activities would likely be intermittent and of short duration,
so average noise levels (Leq and CNEL) at the residential neighborhoods would be lower than the
peak noise levels.The ambient noise levels in the project area range between 61 and 71 CNEL;
therefore, the proposed modifications would not result in a substantial temporary increase in
ambient noise levels in the project area.New impacts would be less than significant.
e. For a project located within an airport land use plan or, where such a plan has not been
adopted, within 2 miles of a public airport or public use airport, would the project expose
people residing or working in the project area to excessive noise levels?
No New Impact. The project site is well outside any aircraft noise impact zone. The nearest airport
is the San Carlos Airport, located approximately 3 miles northwest of the site in San Carlos.Aircraft
noise from this airport does not affect the project site.No new impact would occur.
Addendum No.2 to the Environmental Impact Report for 4-44 September 2012
the Redwood City Costco Wholesale Project ICF 00154.12
