7.B. - Page 102
Redwood City Chapter 4.Environmental Impact Analysis
personnel. As of Apri12010,no additional personnel were anticipated to meet existing fire
protection demand (City of Redwood City 2010b).
As described in the 2007 FEIR (page 4.9-3),the existing fueling center is one of the largest stations
in Redwood City. While existing gas stations within the City do not generate many calls for service,
calls for service are commonly associated with cleanup of fuel spills on the ground (e.g.,when a
customer drives away with the fuel pump nozzle still in the gas tank).Attendants would be located
onsite at the fueling center during normal business hours to monitor the station, assist the patrons,
and immediate service calls as necessary.Normal business hours are Monday through Friday,6 a.m.
to 9:30 p.m.,and Saturday and Sunday,6 a.m.to 7 p.m.Additionally,the Fire Department(Fire
Prevention Bureau) would be responsible for site inspections. Currently, the Fire Prevention Bureau
conducts annual inspections at the existing Costco warehouse and fueling center. As prescribed in
Standard Condition 4.9-1 (Standard Condition 4.9-1 of the 2007 FEIR [page 4.9-4]),in coordination
with the Fire Department, compliance with fire prevention requirements, fire sprinkler protection
for the proposed modifications, emergency access, fire safety, and emergency response standards
would prevent any adverse impacts on fire protection services. Therefore, new impacts related to
fire protection would be less than significant.
Standard Condition 4.9-1 (2007FEIR Standard Condition 4.9-1): The project shall be subject to
building and site plan review by the Redwood City Police Department and Redwood City Fire
Department, for compliance with fire safety and emergency access standards and to identify
additional development features which could reduce demand for police and fire protection
services, prevent the creation of fire hazards, and facilitate emergency response to the project
site.
a-2.Law enforcement and police protection services?
Less-than-Significant New Impact. The Public Services chapter of the City's General Plan EIR(City
of Redwood City 2010b) determined that current staffing levels and equipment are adequate for the
Police Department's current needs as it is able to meet its response time goals and there were no
planned upgrades to any police stations as of April 2010.According to the City's General Plan (City
of Redwood City 2010c),the Police Department responded to approximately 73,038 calls for service
during the 2007-2008 fiscal year, with an average response time of 2.22 minutes for emergency
calls, 66 minutes for urgent calls, and 88 minutes for routine calls. These response rates are within
the established response time goal of 5 minutes or less for all emergency calls.
As prescribed in Standard Condition 4.9-1 (Standard Condition 4.9-1 of the 2007 FEIR[page 4.9-4]),
the proposed modifications would be required to undergo review by the Redwood City Police
Department for compliance with emergency access standards and to identify any additional features
which could reduce demand for police service. Therefore, new impacts related to police protection
would be less than significant.
a-3.Schools?
No New Impact. The nearest schools to the project site are the Hoover Magnet School (K-8) located
at 701 Charter Street, approximately 0.2 mile to the north, and Fair Oaks School (K-5) located at
2950 Fair Oaks Avenue, approximately 0.9 miles to the south of the site. For high school, residents
near the project site would be served by the Sequoia Union High School District. The district serves
students from eight feeder school districts:Atherton,Belmont,East Palo Alto,Menlo Park, Portola
Valley,Redwood City,San Carlos, and Woodside.Sequoia Union High School District consists of four
Addendum No.2 to the Environmental Impact Report for 4 5 September 2012
the Redwood City Costco Wholesale Project ICF 00154.12
