7.B. - Page 111 <br /> Redwood City Chapter 4.Environmental Impact Analysis <br /> expected that the proposed modifications would be operated in compliance with all applicable <br /> federal,state,and local regulations.Additionally,any potential construction-related hazardous <br /> releases or emissions would be from commonly used materials such as fossil fuels,solvents,and <br /> paints and would not include substances listed in Title 40 of the Code of Federal Regulations, Part <br /> 355 Appendix A,"Extremely Hazardous Substances and Their Threshold Planning Quantities."Any <br /> spills would be localized and immediately contained and cleaned up in compliance with applicable <br /> rules and regulations.Therefore,construction of the proposed modifications would not significantly <br /> affect land uses within 0.25-mile,including Hoover Elementary School. New impacts would be less <br /> than significant. <br /> d. Be located on a site that is included on a list of hazardous materials sites compiled pursuant to <br /> Government Code Section 65962.5 and,as a result, would create a significant hazard to the <br /> public or the environment? <br /> Less-than-Significant New Impact.A database review of recorded and hazardous material storage <br /> sites within 1 mile of the project site was conducted for the 2007 FEIR(page 4.11-2).According to <br /> the review,several sites were located within one mile of the project site.The original Costco <br /> Wholesale building(prior to relocation)was listed as a small quantity generator of hazardous waste <br /> due to the operation of an onsite film processing area.Additionally,during the time period from <br /> approximately 1942 to 1982,S&W operated a fruit cannery facility on the northwestern portion of <br /> the site (northwest of the Charter Street alignment) and on the property currently occupied by <br /> Orchard Supply Hardware.Although the historical industrial use of the site had the potential to <br /> release petroleum hydrocarbons into onsite soils,any releases would have been small and would <br /> likely have been disturbed when the original Costco warehouse and parking lot were constructed. <br /> Based on a recent review of hazardous materials sites,the Costco building is no longer listed as a <br /> small quantity generator of hazardous waste. Because the project site is not located on a site that is <br /> included on a list of hazardous materials sites compiled pursuant to Government Code Section <br /> 65962.5,the proposed modifications would not create a significant hazard to the public or the <br /> environment and new impacts would be less than significant. <br /> e. For a project within an airport land use plan or, where such a plan has not been adopted, <br /> within 2 miles of a public airport or public use airport, result in a safety hazard for people <br /> residing or working in the project area? <br /> Less-than-Significant New Impact.The project site is located approximately 3 miles southeast of <br /> the San Carlos Airport.The San Carlos Airport is a general aviation airport that is home to <br /> approximately 500 aircraft and has approximately 130,000 aircraft operations per year(San Mateo <br /> County 2008).The project site is not located within the airport's approach zone or within any of the <br /> airport noise contours that are identified in the San Mateo County Comprehensive Land Use Plan <br /> (San Mateo County 1996).Therefore,the proposed modifications would not be located within an <br /> airport land use plan,and is not anticipated to result in a new significant safety hazard for people <br /> residing or working in the project area. <br /> f. For a project within the vicinity of a private airstrip, result in a safety hazard for people <br /> residing or working in the project area? <br /> No New Impact.The project site is not located in the vicinity of a private airstrip.As described in <br /> the discussion in Section 4.10.e,the closest airport is the San Carlos Airport,a municipal (public) <br /> facility.As described above,the proposed modifications would not result in a safety hazard related <br /> Addendum No.2 to the Environmental Impact Report for 4-66 September 2012 <br /> the Redwood City Costco Wholesale Project ICF 00154.12 <br />
