7.B. - Page 112
Redwood City Chapter 4.Environmental Impact Analysis
to the San Carlos Airport.Because there are no private airport facilities in the project vicinity,no
new impacts related to private airstrips would occur.
g. Impair implementation of or physically interfere with an adopted emergency response plan or
emergency evacuation plan?
Less-than-Significant New Impact. Emergency response plans/evacuation plans in Redwood City
are provided by the City Police Department, City Fire Department,City Emergency Operations
Center, and the San Mateo County Office of Emergency Services. In the event of a large-scale
emergency or area-wide disaster, the joint efforts of these groups are used for front-line responses,
direct intervention, and infrastructure repair assistance (City of Redwood City 2010a).The City has
an Emergency Operations Plan (EOP) intended to provide a comprehensive emergency response for
natural disasters and human-made events. The EOP includes detailed emergency management
procedures designed for prevention,preparedness,response,and recovery.
Construction and operation of the proposed modifications would not require the closure of any
public or private streets or roadways and would not impede access of emergency vehicles to the
project site or any surrounding areas. While the proposed modifications would include
reconfiguration of existing parking and circulation adjacent to the existing fueling center, the
proposed modifications would not construct any barriers that would affect access of emergency
access vehicles. Therefore, new impacts would be less than significant.
h. Expose people or structures to a significant risk of loss, injury,or death involving wildland fires,
including where wildlands are adjacent to urbanized areas or where residences are intermixed
with wildlands?
No New Impact. The project site is located in an urban developed area and is not located in a
wildland fire hazard area,as identified by the City's new General Plan(Figure PS-6 Fire Protection
Responsibility Area and Fire Hazard Severity).Implementation of the proposed modifications also
would require adherence to Chapter 12,Fire Prevention,of the City's Municipal Code.Additionally,
the proposed modifications would be in compliance with any further guidelines from the Redwood
City Fire Department related to fire prevention and is subject to approval by the City's Building
Department.Additionally,as described in the 2007 FEIR(Appendix A,page 11),there are no
wildlands on or adjacent to the project site. There is no flammable brush, tall grass,or trees on the
site that may create wildlife hazards. The conditions of the project area have not significantly
changed since the 2007 analysis was conducted. Therefore, the proposed modifications would not
expose people or structures to a new significant risk of loss, injury,or death from wildfires.
Addendum No.2 to the Environmental Impact Report for 4 6 September 2012
the Redwood City Costco Wholesale Project ICF 00154.12
