7.B. - Page 122 <br /> Chapter 5 <br /> Significant Irreversible Environmental Changes <br /> As described in Section 5 in the 2007 FEIR(pages 5-1 through 5-2),energy resources and <br /> construction materials would be required for construction and operation of the project,which <br /> would also apply to the proposed modifications.This commitment of energy and building materials <br /> would be commensurate with that of other development projects of similar size. Labor would also <br /> be committed for the construction of buildings and the upgrading and maintenance of onsite <br /> infrastructure systems necessary to support the project plus the proposed modifications. Fossil fuels <br /> would be used during construction,which would represent an irreversible commitment of this <br /> resource. <br /> Once constructed,the continued operation of the project with the proposed modifications would <br /> require a further commitment of energy resources in the form of fuel and electricity.This <br /> commitment would be a long-term obligation since the structures are likely to have a useful life of <br /> 20 to 30 years or more. However,consistent with the discussion in Section 4.10,Utilities,of the <br /> 2007 FEIR,the impacts of increased energy usage resulting from the project plus the proposed <br /> modifications are not considered significant adverse environmental impacts. <br /> Implementation of the proposed project would involve the following specific irreversible <br /> environmental changes: <br /> • The original project would lead to the removal of existing vegetation on-site,including 14 <br /> heritage trees and 112 other trees. However,200 trees would be planted on-site after <br /> construction. No new trees would be removed due to the proposed project modifications. <br /> • Commitment of energy,water,and other natural resources for the construction and operation of <br /> the proposed project is expected.The proposed project modifications would result in a minor <br /> increased use of energy for construction and operation.Utilization of these resources is not <br /> expected to represent significant amounts of available resources in the region. <br /> • An increase in vehicle trips on Middlefield Road and other surrounding roadways would be <br /> generated by the project which would increase slightly with the proposed modifications. <br /> Intersections in the project area are expected to handle the additional vehicle trips at acceptable <br /> levels of service with the proposed roadway improvements. <br /> • Pollutant emissions and fugitive dust from construction activities (from the original project and <br /> the proposed modifications)would occur;however,these would be short-term,incremental, <br /> and would be minimized by the implementation of standard conditions provided in Section 4.5, <br /> Air Quality,of this EIR.The additional vehicle trips on the surrounding roads (from the original <br /> project and the proposed modifications) would cause an incremental increase in air pollutants <br /> associated with vehicle exhaust.Stationary source pollutants would add to area and basin-wide <br /> air pollutant levels.These emissions would not exceed BAAQMD thresholds of significance. <br /> • Construction noise impacts (from the original project and proposed modification)would be <br /> incremental,temporary,and short-term.While slight increases in levels of noise over existing <br /> conditions would occur,operation of the proposed project would not lead to significant adverse <br /> noise impacts. <br /> Addendum No.2 to the Environmental Impact Report for September 2012 <br /> the Redwood City Costco Wholesale Project 5-1 ICF 00154.12 <br />
