7.B. - Page 126 <br /> Redwood City Chapter 6.Cumulative Impacts <br /> The air quality analysis provided in Section 4.4 is already cumulative in nature.According to the <br /> BAAQMD,if daily average or annual emissions of operational-related criteria air pollutants would <br /> exceed any of the applicable emissions thresholds,the project would result in a cumulatively <br /> considerable impact(Bay Area Air Quality Management District 2011).As described in Section 4.4, <br /> the construction and operational emissions associated with the project with the proposed <br /> modifications were estimated to be well below the significance thresholds.The cumulative health <br /> risks associated with TACs were also estimated to be well below the BAAQMD's thresholds. <br /> Therefore,the original project with the proposed modifications would not contribute to new <br /> cumulatively significant air quality emissions. <br /> The cumulative setting for noise analysis includes the project site and adjacent areas affected by <br /> noise from the facility itself and the principal roadways where the project will contribute new traffic <br /> (specifically Middlefield Road and Woodside Road).As described in Section 4.5 in this Addendum <br /> No. 2,noise levels around the Costco facility at present are not at levels above acceptable noise <br /> standards for adjacent uses and the proposed modifications would not substantially change existing <br /> noise levels.As described in Section 4.3 in this document,existing traffic noise levels from the <br /> cumulative effect of the original project,plus traffic from other completed cumulative projects since <br /> 2007 has resulted in increases of less than 3 dBA on locally affected roadway.The addition of the <br /> proposed modification traffic to existing cumulative traffic would result in increases in traffic noise <br /> of less than 1 dBA above the existing conditions along locally affected roadways.As to future <br /> cumulative traffic noise levels,the 2007 EIR evaluated 2020 cumulative conditions and found that <br /> impacts would be less than 3 dBA increase over then-existing conditions at affected locations except <br /> along Willow Street,but that project improvements of splitting traffic at Willow would result in <br /> increases less than 3 dBA for that street. Given that the analysis in this Addendum No. 2 includes <br /> additional cumulative projects not included in the 2007 EIR and due to the passage of time,the <br /> cumulative analysis in the EIR for the 2010 General Plan (City of Redwood City,2010b) for the year <br /> 2030 was utilized for consideration in this document.The EIR for the 2010 General Plan analyzed <br /> cumulative traffic noise levels along key roadways in the City for cumulative 2030 conditions and <br /> found that noise levels along Woodside Road between El Camino Real and Middlefield Road (as well <br /> as other segments)would increase by less than 3 dBA overall.The 2010 General Plan EIR did not <br /> analyze levels along Middlefield Road,but as described in Section 4.3 of this Addendum No. 2,the <br /> original Costco project plus the proposed modifications are expected to contribute less than 1 dBA <br /> of traffic noise and thus would not contribute considerably to any cumulative traffic noise impacts <br /> along Middlefield Road (less than significant impact). <br /> The cumulative setting for geology and soils includes all the development and infrastructure that <br /> have occurred in Redwood City in the past and would be expected to occur in the future. Past, <br /> present,and future development could be affected by geologic conditions resulting in ground <br /> shaking,landsliding,and expansion,which ultimately could result in significant impacts on the <br /> environment.However,similar to the project with the proposed modifications,past,present,and <br /> future projects have been and would continue to be required to comply fully with the California <br /> Building Code and to implement specific building techniques to minimize seismic damage. <br /> Additionally,as described in Section 4.7,impacts on geology and soils resulting from the proposed <br /> modifications would be site-specific.As such,the project with the proposed modifications would not <br /> have a new cumulatively considerable contribution to cumulative impacts related to geology and <br /> soils. <br /> The analysis of greenhouse gas emissions provided in Section 4.12 is already cumulative in nature. <br /> This document utilizes the draft BAAQMD GHG emissions threshold which is designed to account for <br /> Addendum No.2 to the Environmental Impact Report for September 2012 <br /> the Redwood City Costco Wholesale Project 6-3 ICF 00154.12 <br />
