7.B. - Page 125 <br /> Redwood City Chapter 6.Cumulative Impacts <br /> would be mitigated to a level below significance with incorporation of the standard conditions of <br /> approval and mitigation measures described throughout this document.While the proposed <br /> modifications would result in less-than-significant impacts with mitigation,cumulative impacts <br /> could occur if the proposed modifications would result in a new cumulatively considerable <br /> contribution to impacts on a resource. <br /> The cumulative setting for traffic analysis includes the principal roadways where the project will <br /> contribute new traffic (specifically Middlefield Road and Woodside Road). The original project plus <br /> the proposed modifications will contribute traffic to these two main roadways. Cumulative projects <br /> will also contribute traffic to these roadways.As described in Section 4.3,the cumulative effect of <br /> the original project,plus traffic from other completed cumulative projects since 2007 on existing <br /> traffic levels has not resulted in exceedance of traffic level of service standards for these two main <br /> roadways.The addition of the proposed modifications to the existing cumulative traffic will also not <br /> result in exceedance of the traffic level of service standards.The 2007 EIR evaluated 2020 <br /> cumulative conditions of the original project and found that cumulative conditions would meet LOS <br /> standards with the exception of the Woodside Road/Middlefield intersection,but that project <br /> improvements to that intersection would improve conditions compared to 2020 without project <br /> conditions.Given that the current analysis in this Addendum No. 2 includes additional cumulative <br /> projects not included in the 2007 EIR and due to the passage of time,the cumulative analysis in the <br /> EIR for the 2010 General Plan (City of Redwood City,2010b) for the year 2030 was also utilized for <br /> this document.The 2010 General Plan EIR identifies that,in 2030,Woodside Road between El <br /> Camino Road and US 101 would have LOS F conditions which would be a significant cumulative <br /> impact as it exceeds the CMP standard of LOS E.The 2010 General Plan EIR also found that,in 2030, <br /> Middlefield Road between Woodside Road and 5th Avenue would have LOS D (AM peak) and LOS E <br /> (PM peak) conditions,which would not meet the LOS standard of D for PM peak operations.As <br /> noted above,the original Costco project plus the proposed modifications would contribute traffic to <br /> both roadways. However,as discussed in Section 4.3 in this document,the proposed modifications <br /> would not change the amount of new trips on Woodside Road compared to that predicted in the <br /> 2007 FEIR for the original project.Thus the proposed modifications would not result in a new <br /> significant impact nor a substantially more severe impact on Woodside Road compared to that <br /> identified in the 2007 FEIR.Regarding Middlefield Road between Woodside Road and 5th Avenue, <br /> the current(Kittelson 2012) traffic analysis estimates that the 2012 existing two-way volumes on <br /> Middlefield Road east of Woodside is 2,423 vehicles/hour(PM peak hour).The 70 new trips from <br /> the new gas pumps would add approximately 3%to the traffic volumes on Middlefield Road.The <br /> General Plan EIR estimates that 2030 cumulative two-way PM peak traffic volumes for Middlefield <br /> Road east of Woodside Road will be 2,936 vehicles/hour.The 70 trips from the new gas pumps at <br /> the Costco would add approximately 2%to the identified 2030 cumulative volumes.It should be <br /> noted that the General Plan EIR cumulative analysis included a larger version of the Saltworks <br /> project than is currently expected and thus the GP EIR analysis may overstate cumulative traffic <br /> impacts. Policy BE-25.6 of the 2010 General Plan requires that the City's transportation impact fee <br /> program be used to adequately fund transportation improvements needed to accommodate new <br /> developments. Costco is required to contribute a transportation impact fee as part of the project as <br /> specified in Article 15,Section 18,248(A) of the City's municipal code. Given the limited scale of new <br /> trips from the new pumps and the payment of the transportation impact fee as part of the project, <br /> the contribution of the proposed modifications to the cumulative traffic impact along Middlefield <br /> Road would less than considerable (which equals a less than significant impact).As a result,the <br /> proposed modifications would not result in a new significant impact or a substantially more severe <br /> impact concerning cumulative traffic than the conclusions presented in the 2007 FEIR. <br /> Addendum No.2 to the Environmental Impact Report for September 2012 <br /> the Redwood City Costco Wholesale Project 6-Z ICF 00154.12 <br />
