7.B. - Page 148 �/holesale Redwood City GDF Expansion <br /> Air Quality/Climate Change Analysis <br /> Page 3 <br /> Introduction <br /> Background <br /> In November 2006, the City of Redwood City released a draft Environmental Impact Report <br /> (EIR) for the Redwood City Costco Wholesale Project (City of Redwood City, 2006). The <br /> project comprised a 150,000 square foot warehouse retail building, a 16-position gasoline <br /> dispensing facility (GDF), 800 parking spaces, roadway improvements, and utility <br /> improvements. Following public review, the City responded to comments, revised the Draft EIR, <br /> and released the final EIR in May 2007 (City of Redwood City, 2007a). In June 2007, the <br /> Planning Commission certified the EIR (2007 Certified EIR). <br /> After an appeal of the project and issuance of an EIR Addendum containing corrected traffic <br /> analysis data (City of Redwood City, 2007b), the City Council upheld approval of the project for <br /> a 12-position GDF (rather than the 16-position facility evaluated in the 2007 Certified EIR). <br /> The 2007 Certified EIR analyzed the following impacts with respect to air quality: <br /> • Demolition/construction emissions (criteria pollutants2 associated with construction of the <br /> warehouse and GDF) <br /> • Operational emissions (criteria pollutants from motor vehicle traffic associated with the <br /> warehouse and GDF) <br /> • Carbon monoxide "hot spots" impacts associated with relocating the main site entrance <br /> from Charter Street to Willow Street <br /> • Gasoline dispensing facility toxic air contaminant impacts associated with benzene in <br /> gasoline <br /> • Gasoline dispensing facility center odors <br /> • Gasoline dispensing facility queuing impacts (short-term concentrations of carbon <br /> monoxide, nitrogen dioxide, and respirable particulate matter, or PM,o) <br /> With respect to the GDF, the air quality impact analysis assumed: <br /> • Dispensing of 9 million gallons of gasoline per year <br /> • Sixteen gasoline fueling positions <br /> • A net increase of 850 weekday trips from the gasoline dispensing facility <br /> The 2007 Certified EIR identified a potential for fugitive dust (PM,o) impacts to nearby sensitive <br /> receptors during project demolition/construction. With imposition of Condition 4.5-1 (basic and <br /> enhanced dust control measures), fugitive dust impacts were determined to be reduced to less <br /> Z"Criteria pollutants"are those pollutants(and pollutant precursors)for which the California Air Resources Board or <br /> U.S. Environmental Protection Agency have established health-and welfare-based standards. Typically, these <br /> include ozone [reactive organic gases(ROG)and nitrogen oxides (NOx)as ozone precursors], respirable particulate <br /> matter(PM�o), fine particulate matter(PM2.5), carbon monoxide (CO), and sulfur oxides(SOx). <br /> 7/30/2012 <br />
