Proposed Costco Wholesale Redwood City GDF Expansion 7.B. - Page 149 <br /> Air Quality/Climate Change Analysis <br /> Page 4 <br /> than significant. All other air quality impacts were determined to be less than significant. The <br /> certified EIR did not evaluate impacts associated with emissions of greenhouse gases on global <br /> climate change. <br /> On April 30, 2008, the Bay Area Air Quality Management District (Bay Area AQMD or <br /> BAAQMD) issued an Authority to Construct for Costco's gasoline dispensing facility, limited to a <br /> throughput of 29.8 million gallons per year (BAAQMD, 2008b).3 Based on a health risk <br /> screening analysis conducted as part of the permit evaluation (BAAQMD, 2008b), the District <br /> determined that the facility complied with its acceptable risk thresholds specified in District Rule <br /> 2-5-302. Construction of the facility was completed in September 2009. <br /> Evaluation of Proposed Project <br /> Costco Wholesale now proposes to expand its existing three-island, 12-position Redwood City <br /> GDF to five islands and 20 fueling positions. Maximum facility gasoline throughput will not <br /> exceed 18 million gallons per year (double the throughput assumed in the 2007 Certified EIR), <br /> even though the facility is allowed a throughput of 29.8 million gallons per year under its Bay <br /> Area AQMD Permit to Operate. <br /> Ashworth Leininger Group (ALG) was retained to update the 2007 Certified EIR air quality <br /> analysis as necessary to satisfy the impact assessment, mitigation, and disclosure requirements <br /> of the California Quality Environmental Quality Act (CEQA) for the current proposal. ALG has <br /> updated the air quality analysis to address the following issues: <br /> • Environmental Settinq. Update the Environmental Setting section, as necessary, to <br /> reflect updated information related to ambient standards, air quality regulations, ambient <br /> air quality, and global climate change. <br /> • Thresholds of Siqnificance. Update the Thresholds of Significance section to reflect the <br /> thresholds reflected in the Bay Area AQMD CEQA Guidelines (BAAQMD, 2011 b). <br /> • Environmentallmpacts. <br /> o Demolition/Construction. Evaluate construction impacts associated with the <br /> proposed GDF expansion. <br /> o Operational Criteria Pollutant Emissions. Evaluate the impacts of vehicle trips, <br /> vehicle queuing, and gasoline dispensing associated with operation of the <br /> proposed GDF expansion. <br /> o Carbon Monoxide "Hot Spots". Evaluate the need to update the 2007 Certified <br /> EIR analysis for the proposed GDF expansion. <br /> o Queuinq Impacts on Ambient Air Qualitv. Update the 2007 Certified EIR analysis <br /> as necessary to reflect updated air quality standards and the proposed GDF <br /> expansion. <br /> 3 The 29.8 million gallon annual throughput limit is expressed as a limit on gasoline dispensed in any consecutive 12- <br /> month period, and is the maximum amount of gasoline that could be dispensed without triggering the emission offset <br /> requirements of Bay Area AQMD Rule 2-2-302. <br /> 7/30/2012 <br />
