6.1.D. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> January 14, 2013 <br /> SUBJECT <br /> Award of Contract - Mezes Park Renovation Project <br /> RECOMMENDATION <br /> Approve, by motion, the contract documents and award the standard form contract for <br /> the Mezes Park Renovation Project to Suarez and Munoz Construction, Inc. of <br /> Hayward, California for their responsive and responsible low bid in the amount of <br /> $516,500.00 and authorize the City Manager to increase the contract amount, if <br /> necessary, up to 10% of the amount awarded, not to exceed $568,150.00. <br /> BACKGROUND <br /> Mezes Park is a 1.7 acre park located in the Centennial neighborhood. It was last <br /> renovated in 1976. Many features of the park are not in compliance with latest park <br /> standards, including the restrooms, the playground area, the picnic tables, and lighting. <br /> The Parks, Recreation and Community Services Department, Community Development <br /> Department and landscape designer Royston Hanamoto Alley and Abey (RHAA) <br /> worked with the community to develop a renovation plan for improvements to the Park. <br /> ANALYSIS <br /> The project includes replacing the restroom with a pre-fabricated, ADA-compliant <br /> restroom; renovating and enlarging the existing picnic areas and making them ADA <br /> accessible; refurbishing the existing toddler swings and replacing the tot lot play <br /> structure; installing a new ADA-compliant swing in the school age play area; and <br /> providing a new information panel for the World War II Stuart M5 tank. Infrastructure <br /> improvements include upgrading the park electrical panel, adding pedestrian lights, <br /> upgrading the irrigation system, adding shade trees to the school-age play area, <br /> improving drainage in the lawn areas, and adding new concrete walkways. The City <br /> purchased the new play equipment, which will be installed by the contractor. <br /> Construction is scheduled to begin within 20 days of contract award. With the exception <br /> of the tennis courts, it is anticipated that the park will be closed during the renovation <br /> and is expected to re-open by July of 2013. <br /> The Contractor is obligated to notice area residents and businesses two weeks prior to <br /> the start of work on each street. Signage that contains project information will be posted <br /> at the construction site and construction updates will be available on the city's website. <br />
