6.1.D. - Page 1 RE PO RT To the Honorable Mayor and City Council From the Cit Mana er January 14, 2013 SUBJECT Award of Contract - Mezes Park Renovation Project RECOMMENDATION Approve, by motion, the contract documents and award the standard form contract for the Mezes Park Renovation Project to Suarez and Munoz Construction, Inc. of Hayward, California for their responsive and responsible low bid in the amount of $516,500.00 and authorize the City Manager to increase the contract amount, if necessary, up to 10% of the amount awarded, not to exceed $568,150.00. BACKGROUND Mezes Park is a 1.7 acre park located in the Centennial neighborhood. It was last renovated in 1976. Many features of the park are not in compliance with latest park standards, including the restrooms, the playground area, the picnic tables, and lighting. The Parks, Recreation and Community Services Department, Community Development Department and landscape designer Royston Hanamoto Alley and Abey (RHAA) worked with the community to develop a renovation plan for improvements to the Park. ANALYSIS The project includes replacing the restroom with a pre-fabricated, ADA-compliant restroom; renovating and enlarging the existing picnic areas and making them ADA accessible; refurbishing the existing toddler swings and replacing the tot lot play structure; installing a new ADA-compliant swing in the school age play area; and providing a new information panel for the World War II Stuart M5 tank. Infrastructure improvements include upgrading the park electrical panel, adding pedestrian lights, upgrading the irrigation system, adding shade trees to the school-age play area, improving drainage in the lawn areas, and adding new concrete walkways. The City purchased the new play equipment, which will be installed by the contractor. Construction is scheduled to begin within 20 days of contract award. With the exception of the tennis courts, it is anticipated that the park will be closed during the renovation and is expected to re-open by July of 2013. The Contractor is obligated to notice area residents and businesses two weeks prior to the start of work on each street. Signage that contains project information will be posted at the construction site and construction updates will be available on the city's website.
