6.1.F. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> January 14, 2013 <br /> SUBJECT <br /> License Agreement with Rudolph & Sletten, Inc., for use of City property at 707 and 777 <br /> Bradford Street <br /> RECOMMENDATION <br /> By motion, approve the License Agreement with Rudolph & Sletten, Inc., for the <br /> temporary use of City-owned property at 707 and 777 Bradford Street providing <br /> construction worker and general public parking. <br /> BACKGROUND <br /> The City acquired the property located at 707 and 777 Bradford Street from the former <br /> Redevelopment Agency, with the intention of developing affordable housing. The City <br /> remains committed to development of affordable housing on this site and continues to <br /> anticipate development of a senior affordable housing project. However, until the <br /> dissolution of the Redevelopment Agency (RDA) and the availability of the housing <br /> funds of the RDA have been resolved with the State of California, any housing project <br /> on that site is postponed indefinitely. In the interim, with the construction of the Kaiser <br /> Hospital project, parking for both construction workers and the general public has been <br /> seriously constrained. In response to public concern over construction workers <br /> occupying valuable office and retail-supporting parking spaces both on the street and in <br /> City garages, staff began working with Rudolph & Sletten, the general contractor for the <br /> hospital project, to identify alternative parking opportunities. <br /> ANALYSIS <br /> The City's Bradford Street properties are immediately adjacent to the Kaiser Hospital <br /> construction site and have been used for public parking in the past. The City and <br /> contractor negotiated an agreement that entitles Rudolph & Sletten non-exclusive use of <br /> the property for their workers during construction hours, for a monthly use fee of $2,000. <br /> The City's Public Works Services crews prepared the lot for parking use, as they have <br /> done previously. The work was completed during the week of December 17, 2012. The <br /> work which includes minor grading to assure that runoff does not drain into Redwood <br /> Creek from the site, and a new rock surface. Upon approval of the license agreement <br /> by the Council, the contractor will return fifty-six parking passes now used for the <br /> Marshall Street Garage. <br /> The initial term of the Agreement is through January 18, 2013, in order to allow the <br /> contractor to use the lot before the Council reviews the agreement and to enable the <br />
