6.1.C. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> January 28, 2013 <br /> SUBJECT <br /> Award of Contract — 2011-2012 Sewer Rehabilitation Project <br /> RECOMMENDATION <br /> Approve, by motion, the contract documents and award the standard form contract for <br /> the 2011-2012 Sanitary Sewer Rehabilitation Project to Andes Construction, Inc. of <br /> Oakland, California for their responsive and responsible low bid of $1,212,120.00 and <br /> authorize the City Manager to increase the contract amount, if necessary, up to 10% of <br /> the amount awarded, not to exceed $1,333,332.00. <br /> BACKGROUND <br /> The city systematically replaces sections of aging sewer infrastructure to ensure the <br /> continued reliability of the system. Each year, staff identifies pipelines that require <br /> excessive maintenance or experience repeated service disruptions and target those <br /> pipelines for improvement. <br /> Since 2007, staff has employed closed circuit television inspection services (CCTV) to <br /> better assess the condition of the system. CCTV technology helps to identify pipe <br /> defects such as cracks, offset joints, and root intrusion that can be remediated before a <br /> service failure. These inspections ensure a fully functioning system as defects in the <br /> sewer collection system are identified and mitigated. <br /> CCTV inspection of Sanitary Sewer Basin No. 8 was completed in 2011. Staff's review <br /> of the inspection videos revealed numerous pipeline defects in this sewer basin. A <br /> number of construction options for repair/replacement, including traditional open trench <br /> and trenchless CIPP technique have been evaluated by staff to determine the most <br /> cost-effective method of mitigation. The trenchless CIPP techniques have been chosen <br /> to minimizes disruption to residents and results in a cost-effective project. This project <br /> was designed in Fiscal Year 2011/2012. The construction has been delayed due to <br /> rebidding of this project. <br /> The 2011-2012 Sewer Rehabilitation Project includes rehabilitation of pipe segments in <br /> the sewer basin bordered by Woodside Road, EI Camino Real, Encina Avenue, and <br /> Oakwood Drive. This project will rehabilitate approximately 10,482 linear feet of sewer <br /> main. Cured-in-place-pipe (CIPP) trenchless technology methods will be used for the <br /> rehabilitation work. Some pipe defects, particularly those resulting in pronounced <br /> misalignment will be excavated and repaired. <br />
