6.1.C. - Page 2 <br /> On August 29, 2012 bid opening, staff received two (2) bids for the project. The low bid <br /> of $1,947,192.60 submitted by Ranger Pipelines, Inc. exceeded the available budget for <br /> the project. On September 24, 2012, staff recommended the City Council to reject all <br /> bids, redesign and re-advertise. <br /> ANALYSIS <br /> Four (4) bids were received at the bid opening on December 12, 2012 and are <br /> summarized below. <br /> Bidder Bid Amount <br /> Andes Construction, Inc. —Oakland, CA $1,212,120.00 <br /> Ranger Pipelines, Inc. —San Francisco, CA $1,633,617.60 <br /> Casey Construction, Inc. — Emerald Hills, CA $1,855,054.00 <br /> Valentine Corporation —San Rafael, CA $2,037,369.00 <br /> Engineer's Estimate $1,515,026.00 <br /> Recommended Bidder: -Andes Construction, I nc. <br /> Substantiation: Andes Construction, Inc. is the lowest responsive and responsible bidder. <br /> The low bid of $1,212,120.00 submitted by Andes Construction, Inc. is approximately <br /> 20% lower than the engineer's estimate of $1,515,026.00. Staff reviewed several <br /> references provided by Andes Construction, Inc. for similar projects completed for City <br /> of Oakland and City of Berkeley with contract amount ranging from $1,060,000 to <br /> $4,480,000. The references provided satisfactory feedback in regards to accountability <br /> and performance of the contractor. Based on the bids received and feedback from the <br /> references, staff believes that the low bid is reasonable/responsive and recommends <br /> award the contract to Andes Construction, Inc. <br /> Construction is expected to begin in February 2013 and conclude by the end of June <br /> 2013. The city will give notice to all residents and businesses that might be affected by <br /> the construction. Additionally, the contractor is obligated to provide notice to area <br /> residents and businesses two weeks prior to the start of work on each street and/or two <br /> days prior to any interruption of sanitary sewer service. Signage that contains project <br /> information will be posted at the construction sites and construction updates will be <br /> available on the city's website. <br /> ALTERNATIVES <br /> Council may choose not to award the contract and direct staff to redesign and/or rebid <br /> the project. Replacement costs and service interruptions may increase if completion of <br /> this project is significantly delayed. <br /> FISCAL IMPACT <br /> Funds for the general work of this project were approved and appropriated in the Fiscal <br /> Year 2012/13 budget as Sewer Fund Capital Projects — Sewer Rehab Program which <br /> has an available balance of $1,213,143.45 as of October 31, 2012.
