As modified, Mitigation 7-16 wouid reduce the <br /> project's contribution to this impact to a less-than-significant level. <br /> Impact 7-17 Analysis: Cumulative (2020) With Project Impact on the Blomquist <br /> Street/Maple Street Intersection. The 2003 EIR concluded that the Blomquist Street/Maple <br /> Street unsignalized intersection would operate at LOS F by the year 2020 without the project. <br /> The 2003 EIR also indicated that the addition of the 2003 project traffic would add an average <br /> delay of more than 5.0 seconds to that new intersection during the AM and PM peak hours, and <br /> would also satisfy the Caltrans Peak-Hour Volume warrant for traffic signal installation, <br /> representing a significant project impact under City significance criteria. <br /> The associated 2003 EIR mitigation included two options for designing the Blomquist <br /> Street/Maple Street intersection (signalization with lane modifications, or a roundabout), which <br /> would both reduce this cumulative impact to a less-than-significant level. <br /> Due to the substantial reduction in each project, traffic generated by the current Pete's Harbor <br /> project in combination with One Marina (the two properties that constituted the original Marina <br /> Shores Village project) would be substantially less than the 2003 project traffic. In combination, <br /> the two projects would still contribute significantly to LOS impacts and delays at the <br /> Blomquist/Maple intersection. With project traffic, the intersection would deteriorate from LOS D <br /> to LOS E in the AM peak hour; also, the two projects would add approximately 23 seconds of <br /> delay to already anticipated LOS F conditions in the PM peak hour. <br /> Conclusion. No change. Although the current Pete's Harbor project's contribution to this <br /> cumulative impact would be substantially less than the 2003 Pete's Harbor contribution, the <br /> mitigation identified in the 2003 EIR for Impact 7-17 remains applicable to the current Pete's <br /> Harbor project and remains sufficient to reduce this impact to a less-than-significanf level. The <br /> applicant would make a fair-share contribution to the funding of this mitigation. <br /> Impacts 7-18 through 7-27 Analysis: Other Cumulative Impacts. The 2003 EIR also <br /> identified significant impacts resulting from Cumulative With Project traffic on the following <br /> roadway facilities: <br /> ■ Alameda de las Pulgas/Woodside Road intersection (Impact 7-18); <br /> ■ Broadway/Woodside Road/U.S. 101 Southbound Off-Ramp--PM peak hour (Impact 7-19); <br /> ■ Veterans Boulevard/Woodside Road intersection--PM peak hour (Impact 7-20); <br /> ■ Blomquist Street/Seaport Boulevard intersection (Impact 7-21); <br /> ■ U.S. 101 southbound mixed-flow lanes, Whipple Avenue to Woodside Road segment--AM <br /> peak hour (Impact 7-22); <br /> • U.S. 101 southbound mixed-flow lanes, Woodside Road to Marsh Road segment--AM peak <br /> hour (Impact 7-23); <br /> ■ Westbound SR 84, County line to University Avenue and University Avenue to Willow Road <br /> segments--AM peak hour (Impact 7-24); <br /> T.�1106951Addenduml3(10695-01).doc <br />
