MIG 7.A. - Page 199 City of Redwood City �IH Addendum October 8, 2012 Page 3-36 3.5 BIOLOGICAL RESOURCES The relationships of the current Pete's Harbor project to the previously certified 2003 EIR biological resources impact and mitigation conclusions are described below. Habitat types present on the reduced project site are depicted on Figure 3.5-1. Impact 8-1 Analysis: Impacts on Steelhead and Chinook Salmon. The 2003 EIR indicated that the Marina Shores Village project would permanently fill approximately 11.54 acres of existing estuarine habitat for steelhead and two species of chinook salmon; and also indicated that project construction activities would temporarily disrupt this habitat. The associated 2003 EIR mitigation required applicant coordination with the National Oceanic &Atmospheric Administration (NOAA) Fisheries (referred to in the 2003 EIR as the "National Marine Fisheries Service") and the California Department of Fish and Game (CDFG) on steelhead and chinook salmon issues, and formulation of a Habitat Mitigation and Monitoring Plan (HMMP) subject to the approval of the NOAA Fisheries and CDFG. The 2003 EIR also described several specific measures likely to be required by these agencies as part of the HMMP. The NOAA Fisheries and CDFG HMMP approval processes were also detailed in the 2003 EIR. The current Pete's Harbor project would not fill any existing estuarine habitat. However, the potential for impacts of construction directly adjacent to estuarine habitat (e.g., water turbidity, contaminant release, noise) would remain. Conclusion. Modified impact and mitigation. Impact and Mitigation 8-1 from the 2003 EIR have been modified to remove the references to filling and dredging, which would not be required under the current Pete's Harbor project. The modified mitigation remains sufficient to reduce this impact to a less-than-significant level. Impact 8-2 Analysis: Impacts on Essential Fish Habitat. The certified 2003 EIR identified an impact similar to Impact 8-1 above, in which the project-related loss of existing estuarine area (and the disruption of the existing estuarine area during project construction) would result in the permanent loss, and temporary construction period disruption, of essential benthic habitat for the following federally protected fish: certain species of rockfish, flat fish, sharks, and rays, the Pacific sardine, the northern anchovy, and other species. The associated 2003 EIR mitigation was the same as the mitigation for Impact 8-1 above. The current Pete's Harbor project would not fill any existing estuarine habitat.
