7.A. - Page 210 Pete's Harbor <br /> c;ity ot neawooa Lity EIR Addendum <br /> October 8, 2012 Page 3-47 <br /> The current Pete's Harbor project site plan (see Figure 2.5 in this Addendum), although reduced <br /> in density, incorporates a similar high-density, compact development pattern, and the <br /> associated potential for similar emergency access impacts remain. <br /> Conclusion. No change. The mitigation identified in the 2003 EIR for Impact 10-7 remains <br /> applicable to the current Pete's Harbor project and remains sufficient to reduce this impact to a <br /> less-than-significant level. <br /> Impact 10-8 Analysis: Project Impacts on Parks and Recreation Services. The certified <br /> 2003 EIR concluded that the previous Marina Shores Village project would generate the need <br /> for approximately 6.8 acres of new parkland (based on the site's projected net increase of 3,910 <br /> residents and an existing City ratio of approximately 1.7 acres of parkland per 1,000 residents). <br /> The previous project's conceptual landscape plans included an approximately two-acre <br /> community park on off-site land adjacent to the Peninsula Marina (now One Marina) property. <br /> The associated 2003 EIR mitigation required project compliance with the City's Parks, <br /> Recreation and Community Services Department Strategic Plan, should that plan be adopted <br /> prior to project approval; or incorporation of parkland amenities into the project sufficient to <br /> serve the project residents, subject to approval by the City Community Development Services <br /> Department and Parks, Recreation and Community Services Department. (The Strategic Plan <br /> has since been adopted [2004]). The City had not yet adopted a Parks Impact Fee (see below). <br /> Based on the same parkland demand per 1,000 residents ratio used for the previous project and <br /> a projected on-site population of 855 residents under the current Pete's Harbor project, the <br /> current project would generate the need for approximately 1.45 acres of new parkland. The <br /> current site plan identifies a total of approximately 1,718 linear feet of public acreage adjacent to <br /> Smith Slough, including an esplanade and viewing areas (see Figures 2.5 through 2.11). The <br /> current Pete's Harbor project on-site public open space and landscape areas would be <br /> accessible via an on-site pedestrian and bicycle path network. <br /> The public open space incorporated into the current Pete's Harbor project would reduce the <br /> previously identified impact on parks and recreation services, perhaps to less-than-significant <br /> levels; however, until detailed park and recreation provisions for the proposed project are <br /> approved by the City Community Development Department and Parks, Recreation and <br /> Community Services Department, it is still assumed that this impact may potentially be <br /> significant. <br /> To help provide parks and recreation services to future development in Redwood City, the City <br /> has adopted a Parks Impact Fee (Ordinance No. 2318; October 23, 2007), which would be <br /> applied to the proposed project. <br /> Conclusion. Modified impact and mitigation. Impact and Mitigation 10-8 have been modified to <br /> reflect the reduced project and the currently proposed public amenities. The mitigation for <br /> Impact 10-8 is hereby updated with the following information: final open space and parkland <br /> area totals and design specifics shall be subject to City approval. Any additional parkland <br /> impact could be mitigated through either additional on-site parkland/facilities or payment of the <br /> City-adopted Parks Impact Fee per City Ordinances 2318.
