Due to the high-rise tower aspect of a large portion of the 2003 EIR project, the 2003 EIR concluded that project residents may have found the locations of recycling bins to be too distant or inconvenient, resulting in a potential conflict with state-mandated requirements for 50 percent solid waste stream diversion. The 2003 EIR mitigation for this impact required project provision of chutes for recyclable materials immediately adjacent to garbage chutes, or at another suitable location approved by the City, in the residential towers, as well as provision of bins for recyclables storage in each tower residential unit. Although the multi-story residential buildings in the current Pete's Harbor project would have a reduced maximum height of 70 feet compared to the previous project's 240 feet, this impact would remain potentially significant. Conclusion. Modified impact and mitigation. Impact and Mitigation 10-9 have been modified to reflect the reduced project. The mitigation identified in the 2003 EIR for Impact 10-9 remains applicable to the wraparound apartment building, whose maximum height would be 70 feet, and remains sufficient to reduce this impact to a less-fhan-significant level. Other Impacts. The certified 2003 EIR determined that the following additional infrastructure and public services impacts would be less-than-significant: water delivery system and storage impacts, construction impacts of project-related sewer system modifications, project and cumulative impacts on public school services, cumulative impacts on parks and recreation services, project impacts on solid waste service, and child care impacts.
