EXHIBIT "A" <br /> SCOPE OF SERVICES <br /> Upon receiving individual projects, Consultant shall not proceed until authorized by <br /> the Planning Manager. <br /> Task 1. Review Project Aqplication and Plans <br /> To orient Consultant to the individual project proposal, Consultant will review the <br /> project application and locate the individual project within the Downtown Precise <br /> Plan (DTPP) area. Consultant will review any environmental studies (e.g., <br /> biological report, geotechnical report) submitted as part of the application to <br /> decide if the studies address and/or mitigate impacts identified in the DTPP EIR. <br /> Consultant will also note if the project application materials are missing any <br /> details that will be needed to determine potential environmental impacts. <br /> Consultant will consult with staff regarding any substantial change in the existing <br /> environment not already anticipated in the DTPP EIR (e.g., General Plan <br /> Amendment not anticipated in the new General Plan) and decide if the change <br /> could result in a new significant environmental effect or a substantial increase in a <br /> previously identified environmental effect. <br /> Product: Memo describing any missing project details and any substantial <br /> change in the existing environment <br /> Task 2. Evaluate Potential Environmental Impacts of Proposed Proiect Against <br /> DTPP EIR and Mitiaation Monitoring and Reporting Program (MMRP) <br /> Based on the project application materials, Consultant will prepare a draft CEQA <br /> Environmental Checklist Form/Initial Study (CEQA Appendix G). In the interest of <br /> time and efficiency, Consultant will focus on the environmental topic area <br /> questions (biological resources, cultural resources, public services, etc.) and will <br /> not at the outset prepare the project description and background narrative <br /> requested by the Checklist Form. <br /> The draft Initial Study will: (1) identify the environmental impacts that could result <br /> from the proposed project (items I-XVII); (2) identify the DTTP EIR and MMRP <br /> mitigation measures that would mitigate the impacts (items I-XVII); (3) identify any <br /> new or more severe environmental impacts, if any, that could result from the <br /> proposed project (items I-XVII); (4) make the Mandatory Findings of Significance <br /> (item XVIII); and (5) make the Determination (as stated in the CEQA Checklist <br /> Form) if any additional CEQA documentation is required, and what that CEQA <br /> documentation would be. <br /> If the draft Initial Study concludes that an additional CEQA document would be <br /> required, the Initial Study can be used as the basis for that additional CEQA <br /> document. <br /> ATTY/AGR/2013.017/M IG <br /> REV:02-05-13 VR <br /> Page 10 of 12 <br />
