9.A - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> February 25, 2013 <br /> SUBJECT <br /> Complete Streets Study Session <br /> RECOMMENDATION <br /> Consider implementation of the Complete Streets goals, policies, and programs outlined <br /> in the City Council's Strategic Initiatives and the Redwood City General Plan, including: <br /> 1. How Council would like to provide input on Complete Streets project <br /> development, and <br /> 2. What public and decision-making process should be followed. <br /> BACKGROUND <br /> Transportation is one of City Council's six strategic initiatives. The transportation <br /> initiative includes the following strategic goals: <br /> • Support and develop alternative transportation modes <br /> • Engage neighborhoods to mutually develop solutions to traffic issues <br /> • Promote pedestrian- and bicycle-friendly transportation options, community-wide <br /> • Participate in coordination of regional transportation issues <br /> Additionally, the Circulation Element of Redwood City's General Plan (Plan) states that <br /> Redwood City's overarching transportation goal is to establish and maintain a balanced, <br /> multi-modal transportation network that gets us where we want to go safely and <br /> minimizes environmental and neighborhood impacts. <br /> The Complete Streets goals, policies, and programs outlined in the Plan are generally <br /> implemented on a project-by-project basis. Specific projects may be identified in the <br /> Plan itself, or via a public request (resident, business owner, visitor, developer, or <br /> employee), a synergistic opportunity driven by another project such as street <br /> resurfacing or utility project, or an identified safety need. Given the many competing <br /> interests and limited resources, including funding and staff resources, it is important to <br /> outline how to prioritize Complete Streets projects, and to identify any overarching <br /> guidelines for the community engagement process. <br />
