6.1.C. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> February 25, 2013 <br /> SUBJECT <br /> Selection of the Middlefield Road Streetscape Project to Use Transit Oriented <br /> Development (TOD) Housing Incentive Program Grant Funding <br /> RECOMMENDATION <br /> By motion, authorize the City Manager to execute related grant documents and accept <br /> funds. <br /> BACKGROUND <br /> On January 14, 2011 the City of Redwood City (City) responded to the Transit Oriented <br /> Development (TOD) Housing Incentive Program call for projects by the City/County <br /> Association of Governments of San Mateo County (C/CAG) with two applications. One <br /> application was for 640 Veterans Boulevard (Dodge Dealership Development site) and <br /> one was for 2580 EI Camino Real (Mel's Bowl site). <br /> On March 10, 2011 the C/CAG Board of Directors committed to program the following <br /> incentives to the City of Redwood City as part of the TOD Program: <br /> • $494,000 incentive for 640 Veterans Boulevard <br /> • $258,000 incentive for 2580 EI Camino Real <br /> On August 3, 2012 the City confirmed to C/CAG that both projects had been approved <br /> by the City and that they are under construction. <br /> In order to claim these incentive funds, the City must identify the transportation <br /> project(s) which will use the funds, in writing to C/CAG by March 10, 2013. <br /> ANALYSIS <br /> Project selection for the TOD funds must take into account the program's associated <br /> eligibility requirements. Eligible transportation projects must comply with the <br /> requirements of both the Congestion Management and Air Quality (CMAQ) program <br /> and the One Bay Area Grant (OBAG) program. In this case, the CMAQ guidelines <br /> largely inform the type of eligible project (new construction that improves air quality) and <br /> the OBAG guidelines inform where the eligible project needs to be located (within a <br /> priority development area or within proximate access of one). <br />
