6.1.C. - Page 2 <br /> Federally-funded projects must also follow very specific programming and project <br /> delivery requirements, which dictate when the funds become available, how they are <br /> used, and when they expire. When any federal dollars are used for a project, all aspects <br /> of the project must comply with applicable federal law. As such, it is often desirable to <br /> pool federal dollars for a single project rather than spreading it out among multiple <br /> projects. <br /> Examples of CMAQ-eligible projects: <br /> • Transit expansion projects <br /> • Bicycle and pedestrian facilities and programs <br /> • Travel demand management <br /> • Outreach and rideshare activities <br /> Examples of OBAG requirements: <br /> • General Plan complies with California's Complete Streets Act of 2008 (Redwood <br /> City's does) <br /> • State-certified General Plan Housing Element (Redwood City has one) <br /> • Project located in or within proximate access of a priority development area <br /> (PDA) <br /> Taking these constraints into consideration, staff identified the Middlefield Streetscape <br /> project as the best opportunity to use the TOD funds. The project: <br /> 1) Meets C/CAG's definition of being within proximate access of a PDA <br /> 2) Design elements (e.g. wider sidewalks, enhanced pedestrian crossings, street <br /> trees and furniture) are consistent with CMAQ program goals to encourage active <br /> transportation <br /> 3) Project funding is already expected to include federal dollars (from the OBAG — <br /> Bicycle and Pedestrian Grant Program) that are on the same schedule as the <br /> TOD funds and therefore would not alter the project timeline or implementation <br /> requirements. <br /> 4) Has been identified as a priority project by the City Council. <br /> Other projects considered include the following. The primary reason that they were <br /> discounted is also listed: <br /> • Middlefield/Woodside Intersection Improvements (funds would delay construction <br /> schedule) <br /> • US 101 Undercrossing at Convention Way (funds would delay construction <br /> schedule) <br /> • Whipple Avenue Reconstruction (maintenance projects are not eligible for <br /> funding) <br /> • Roosevelt Avenue Streetscape (scope and schedule still being finalized) <br /> • EI Camino Real Pedestrian Crossing Improvements (Caltrans has a project in <br /> development to increase safety at uncontrolled crossings) <br /> • Woodside Road Pedestrian Crossing Improvements (Caltrans has a project in <br /> development to increase safety at uncontrolled crossings) <br /> • Pedestrian Undercrossing by Caltrain Station (may not be able to deliver project <br /> in required timeframe, federal funding could complicate implementation) <br />
