6.1.D. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> February 25, 2013 <br /> SUBJECT <br /> Amendment Number 2 to Agreement for Professional Services with Moffatt & Nichol for <br /> feasibility analysis services <br /> RECOMMENDATION <br /> Approve, by motion, and authorize the City Manager to execute Amendment Number 2 <br /> with Moffatt & Nichol in the amount of $56,304.00 for further analysis for the Bayfront <br /> Canal and Atherton Channel Improvement and Habitat Restoration Project (Bayfront <br /> Project) and authorize the City Manager to increase the contract amount up to 10%, if <br /> necessary. <br /> BACKGROUND <br /> On February 27, 2012 the City executed an agreement with Moffatt & Nichol to develop <br /> a hydraulic model and perform a feasibility study to analyze the potential for routing <br /> storm flows from the Bayfront Canal and Atherton Channel into the managed ponds that <br /> are part of the South Bay Salt Ponds Restoration Project. This Salt Ponds Project is <br /> managed by the California State Coastal Conservancy (Conservancy) and the ponds <br /> are owned by Don Edwards San Francisco Bay National Wildlife Refuge (Refuge). <br /> On July 6, 2012 the City executed Amendment Number 1 with Moffatt & Nichol to <br /> update the flow data and revise the hydraulic model to avoid conflicts with Caltrans' <br /> double 48" storm drain pipes in the same vicinity. <br /> The original agreement amount was $30,882, and the Amendment Number 1 amount <br /> was $17,800. Including this proposed Amendment Number 2 amount ($56,304), the <br /> proposed aggregate contract is for $104,986. <br /> ANALYSIS <br /> The need for additional service is due to the selection of the Bayfront Project as part of <br /> the Integrated Regional Water Management Plan (IRWMP) Round 2 Implementation <br /> Grant application to the Department of Water Resources (DWR), and the need to <br /> address inquiries from the Regional Water Quality Control Board (Water Board) <br /> regarding stormwater quality. <br /> On December 21, 2012 the City was notified that the Bayfront Project has been <br /> selected to be part of the Bay Area IRWMP's DWR Proposition 84 Round 2 grant <br /> application.
