Task 3 <br /> Vessel and Tenant Standards <br /> • Establish marina operating rules, regulations, and standards in a form approved <br /> by City <br /> • Advise City in a timely manner of any violations of marina operating rules, <br /> regulations, and standards and recommend corrective action to be taken <br /> Task 4 <br /> Establish marina fee structure <br /> • Review historic operational cost records to establish utility use and cost baseline <br /> for water, garbage, electricity, and sewage rates <br /> • Review historic operational cost records for marina maintenance requirements <br /> • Review historic capital cost records for ongoing marina capital requirements <br /> • Review slip and other relevant rates of Bay area marinas to establish a <br /> comparison framework <br /> • Based on above reviews and other information deemed by either City or <br /> Manager to be relevant, recommend monthly slip and other fees for approval by <br /> City. <br /> Task 5 <br /> On-site Harbormaster <br /> • Provide on-site supervision during daylight hours (no less than 4 hours per day) <br /> Monday through Friday <br /> • Maintain safety and security for marina tenants and guests <br /> • Enforce compliance with all marina rules and regulations <br /> • Receive and respond to all complaints, disputes, problems, and all matters <br /> requiring attention, and attempt in good faith to resolve and settle such <br /> complaints, disputes, or problems subject to the parameters of this Agreement <br /> • Within first two weeks, provide City with inventory and condition assessment of <br /> marina and docking facilities <br /> • Notify City of any necessary maintenance <br /> • Provide routine maintenance of marina facilities through contract work or <br /> providing services through the management company and submit invoices for <br /> monthly reconciliation <br /> • Provide recommendation to City of needed capital improvements for inclusion in <br /> the City's 2013/14 Capital Budget no later than May 1, 2013, and annually <br /> thereafter by March 1. <br /> • Prepare annual maintenance budget for review and approval by City no later <br /> than June 1, 2013, and annually thereafter by March 1. <br /> • Provide on-site point of contact for tenant and guest messages and packages <br /> ATTY/AGR/2013.030/SURGE DOCKTOWN MANAGEMENT AGREEMENT <br /> REV:3-01-13 VR <br /> Page 12 of 14 <br />
