Ambient Air Quality Standards Since preparation and certification of the 2007 EIR, various state and federal ambient air quality standards have been modified. Table 1 summarizes the current ambient air quality standards, as of July 2012. Table 2 provides an updated summary of the attainment status of the San Francisco Bay Area with respect to California and federal ambient air quality standards. Air Quality Regulations Since release and certification of the 2007 EIR, the Bay Area AQMD has prepared and adopted its BayArea 2010 Clean Air Plan to update its Bay Area 2005 Ozone Strategy for improving air quality to meet the California ambient ozone standard. The Bay Area 2010 Clean Air Plan (BAAQMD, 2010b) serves to: • Update the BayArea 2005 Ozone Strategy in accordance with the requirements of the California Clean Air Act to implement "all feasible measures" to reduce ozone; • Consider the impacts of ozone control measures on particulate matter, air toxics, and greenhouse gases in one integrated plan; • Review progress in improving air quality in recent years; and • Establish emission control measures to be adopted or implemented in the 2010 —2012 timeframe. Existing Ambient Air Quality The 2007 Certified EIR presented a five-year (2000-2004) summary of monitoring data from the Redwood City monitoring station. Table 3 provides an updated summary of monitoring data from 2006 to 2011 (the most recent year for which certified monitoring data are available, as of July 2012). Note that on June 30, 2008, the BAAQMD ceased monitoring of PM,o at its Redwood City monitoring station.4 4 The BAAQMD discontinued PM�o monitoring at its Redwood City site because previous PM�o monitoring at the site indicates that the federal PM�o standard will not likely be exceeded in the future. The District has never observed an exceedance of the federal PM�o standard at the site, and the highest concentration recorded since 2000 was only 52%of the standard. Also, the District is able to estimate ambient PM�o concentrations based on the observed relationship between ambient concentrations of PM2.5 (which will continue to be recorded at the Redwood City site) and ambient PM�o concentrations. 7/30/2012
